Work involves overseeing and managing the conduct of activities and preparation of financial documents and reports in compliance with local and international accounting standards, laws and regulations.
The incumbent supports the Chief Financial Officer in the preparation of financial documents and reports, forecasting, projections, and budget estimates for the Commission. The Finance Manager also compiles critical data for analyses and evaluation on the gaming markets in Trinidad and Tobago.
Key Responsibilities
- Operational
- Manages and maintains accurate and current data on the numerous funds for which the Commission is the trustee and provides information to inform periodic reports for revenue collection and fund activity.
- Manages and participates in the preparation of required information to support audit activities for review and approval by the CFO before submission to the audit
- Reviews the financial viability of all applications for a gaming licence and evaluates the economic impact of the proposed gaming facility as required.
- Prepares computations on revenue and expenditure to determine actual status of budgetary use, and makes any necessary adjustments to future projections and budgets
- Manages the preparation of all financial documents including income statements, balance sheets, tax returns, and governmental agency reports.
- Performs monthly analysis of management accounts
- Verifies and approves payment of invoices associated with accounts payable and ensures payments are charged to the appropriate accounts.
- Oversees payroll processes and activities
- Manages the day to day operations in the Finance department, as it relates to entering and posting of invoices, receipts, payments, and journals
- Determines payroll liabilities of the Commission by reviewing calculations and payments of employer’s contributions to Statutory Bodies
- Reviews and approves financial documents (monthly balance sheets, income statements, and profit and loss statements)
- Strategic
- Recommends changes to organisational process or policy changes (internal controls, accounting and auditing policies and procedures) for improvements in efficiency and quality of performance
- Supports the CFO with long-term financial planning and investment decisions
- People
- Overseas the activities of the Finance Staff to ensure compliance of accounting standards and that effective administrative procedures are maintained.
- Develops and approves identified training and capability building for staff.
- Allocates tasks and duties to Finance Staff.
- Reviews and approves completed accounting and financial processes and activities including bank reconciliations, petty cash, general ledger, invoices, payroll and other accounting reports
- Leads, mentors, and develops the finance team, fostering a culture of continuous improvement.
- Provides training and support to staff on financial systems, processes, and best practices.
- Reporting
- Generates or reviews monthly, quarterly and yearly financial and statistical reports for submission to the Line Ministry and other Ministries as needed e.g. Ministry of Finance.
- Prepares annual reports for submission to the Board of Inland Revenue by compiling summaries of earnings and deductions at the end of the tax year.
- Prepares and submits quarterly requests for the release of funds.
- Assists in the preparation of annual Draft Estimates of Revenue and Expenditure.
- Qualifications and Experience
- Bachelor’s Degree in Finance and Accounting or Professional designation in Accounting such as Association of Chartered Certified Accountants (ACCA)
- MBA or Master’s degree in Business Administration, Accounting, or Finance will be considered an asset.
- Related professional designation such as Certified Public Accountant (CPA), Chartered Financial Analyst (CFA) OR any equivalent combination of experience and training
- A minimum of 7-8 years’ experience with accounting and finance procedures, including supervisory experience OR thorough demonstrated proficiency in the execution of financial and accounting functions.
