Job Objective:
To lead the operations of the Pharmaceutical Department towards the effective procurement, storage, and distribution of pharmaceutical and non-pharmaceutical items on behalf of the Ministry of Health.
Duties and Responsibilities:
- Participate in NIPDEC’s strategic development and management meetings.
- Plan and implement the overall supply chain strategy
- Provide management expertise to the department in alignment with Board approved policies and initiatives as they relate to the contractual arrangement with the Ministry of Health.
- Provide effective leadership and guidance to the staff of the Pharmaceutical Department.
- Manage and enforce the contractual obligations as detailed in the contract between NIPDEC and the Ministry of Health for the pharmaceutical supply system.
- Liaise with key stakeholders (Ministry of Health, RHAs, Private Pharmacy Owners and Suppliers) to enhance the performance of the department.
- Provide general management oversight in relation to the unit’s operational performance.
- Responsible for the successful execution of the annual tender for the procurement of Pharmaceutical and Non-Pharmaceutical Medical Supplies.
- Responsible for the overall management of the CDAP programme.
- Responsible for the preparation of the annual budget for the Department.
- Responsible for annual reports of the department and any other departmental reports as required by the General Manager or Board of Directors.
- Perform any other related duties as necessary.
Contract Management
- Monitor government policies and plans in the area of public healthcare.
- Monitor technical development, locally and internationally, in the area of public healthcare.
- Identify potential projects for the Company in the area of healthcare and procurement of goods and services both locally and in the region.
- Undertake research and feasibility studies for potential projects for the Company and for external clients.
- Prepare project proposals for submission to the General Manager.
- As part of the Management Team negotiate new projects with clients on behalf of the Company.
- Assist in a review capacity in the implementation of projects and undertake project appraisals upon completion.
Qualifications and Experience:
Minimum Requirements:
- MBA or Post Graduate Degree in Procurement & Supply Chain Management from a recognized university.
- Possession of MCIPS certification will be considered an asset.
- A minimum of ten (10) years’ experience in a management position.
- Any equivalent combination of qualifications and experience.

- Hands on experience with supply chain management software (such as SAP MM, AP Modules, SAP Plant Maintenance, etc.).
- Full working knowledge of Microsoft Office software package.
