My client is a private limited liability company established as one of the execution agencies responsible for driving economic development and transformation in Tobago. Its core mandate is to facilitate the development and diversification of the Tobago economy beyond tourism, through the environmentally sustainable production of goods and services on the island, ensuring alignment with the branding of Tobago as “Clean, Green, Safe and Serene”.
The Company is seeking to recruit a Senior Procurement Officer who will assist in evaluating suppliers, products and services negotiate contracts and ensure that approved purchases are cost-efficient and of high quality, in support of the achievement of organizational objectives.

Some Duties & Responsibilities
- Assist in the review of existing policies for the provision of procurement and disposal services, including the Company’s Handbook and Special Guidelines on Public Procurement, Retention and Disposal of Public Property and make recommendations for the revision of or the development of new policies and procedures, in accordance with the established legal and regulatory framework, and the handbooks and guidelines issued by the Office of Procurement Regulation.
- Assist in the preparation of the Company’s procurement and disposal strategic plan.
- Ensure compliance with procurement policies, applicable legislation and international best practice for the procurement of goods, works and services.
- Perform assigned procurement activities including preparing solicitation documents, inviting, receiving and evaluating bid submissions, and negotiating, awarding and monitoring contracts.
- Assist in the maintenance of a vendor database of prequalified suppliers, contractors and consultants, ensuring that up-to-date appraisals and statutory clearance documents are maintained on file for each vendor.
- Prepares weekly updates and monthly reports on procurement activities, as directed by the Manager, Procurement.
- Establishes and maintains stakeholder relationships through effective communication, negotiation and issues management to ensure project deliverables are met.
- Complies fully with the Company’s policies and procedures and adheres to the Company’s Core Values and Code of Business Conduct by daily demonstration of associated behaviour.
- Perform any other duties as required by the job function.
Education and Job Experience
- Minimum 5 years’ procurement and contract experience, with at least 3 years in a managerial capacity.
- BSc in Supply Chain Management, Management Studies or Public Sector Management.
- Training as evidenced by the possession of an Advanced Diploma in Procurement and Supply or an International Diploma in Supply Chain Management from an accredited institution.
- Experience in a public procurement environment.

- Sound investigative, analytical, critical thinking, problem-solving and decision-making skills.
- Technically competent with various software programs, including but not limited to Microsoft Suite and suitable computer applications for e-procurement.
- Extensive knowledge of the principles, practices, methods, laws, rules and regulations applicable to procurement and disposal management, including the Procurement and Disposal of Public Property Act and Regulations.
- Highly meticulous with attention to detail.
- Basic knowledge of the principles of fraud detection or forensic analysis.
- Demonstrated capacity in risk mitigation and management, process improvement and conflict management.
- Ability to maintain confidentiality and integrity in the performance of duties.
- Ability to work expeditiously within critical deadlines.
