Applications are invited from suitably qualified persons to fill the following position at the North-Central Regional Health Authority (NCRHA):
LEGAL OFFICER
The incumbent is required to perform complex professional legal work for the Authority. Duties include conducting court matters on behalf of the Authority as Instructing and/or Advocate Attorney, providing legal advice and opinions, drafting, vetting and certifying complex documents such as contracts, agreements, deeds, leases, pleadings, representing the Authority at Court seminars, workshops and other for a. Dependent on assignment, the incumbent may be required to perform some or the full range of duties of the position.
Main Responsibilities:
- Represents the Authority in complex civil legal proceedings as Instructing and/or Advocate Attorney in court and before tribunals. Including:
(i) Researching and reviewing laws, evidence and judgments;
(ii) Preparing legal opinions on the merits of litigation
(iii) Appearing on behalf of the Authority in Civil and Criminal matters
(iv) Preparing and presenting oral and written submissions in Court.
- Advises on legal issues relating to the administration, interpretation and enforcement of laws relative to the Authority’s operations.
- Drafts and vets’ complex legal documents including contracts, leases and agreements by researching and examining precedents related to the specific nature of the document.
- Prepares, vets and certifies complex deeds of lease, licences, lease rental agreements, service agreement and supervises execution of same.
- Researches and examines precedents relating to various types of legal documents.
- Conducts research and analysis on a range of legal issues relating to the Authority’s operations and assists in the preparation of opinions and other legal documents.
- Provides legal opinions and briefs in respect of complex legal issues.
- Prepares cases for trial including conducting research and advising on pre-trial issues.
- Prepares letters, draft pleadings, affidavits, defences, statements of case and other legal documents required for filing in court.
- Prepares briefs for and instructs Attorneys-at-Law during Court proceedings before the High Court, Appeal Court, Equal Opportunity Tribunal and Industrial Court.
- Conducts research and analysis, and reports on legal matters pertinent to the Authority’s operation.
- Conducts or participates in negotiations/consultations with external/internal parties.
- Interprets laws, ordinances and regulations in respect of issues relating to contract, land, public procurement and disposal, public law and commercial and conveyancing.
- Performs other duties as required.
Minimum Qualifications, Training and Experience:
- Minimum of three (3) years’ experience as a practicing Attorney.
- Bachelor of Law Degree from a recognised institution.
- Legal Education Certificate or equivalent from a recognised institute.
- Admission to practice law in Trinidad and Tobago.
* Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed program is accredited in Trinidad and Tobago. *
