The Children's Authority of Trinidad and Tobago is a specialized agency with the responsibility for the care and protection of children, especially those who are at risk or have been victims of abuse or neglect.

The Children's Authority of Trinidad and Tobago is seeking to recruit for the role of Workplace Manager, on contract.

The Workplace Manager oversees the maintenance and operation of the Authority’s facilities and manages transportation and fleet operations.  This role includes ensuring facility upkeep, managing vendors and compliance with regulations, while also handling logistics, fleet management, budget control and transportation. 

The position requires strong organizational leadership, problem-solving and planning skills as to support in the development of long-term strategies for facility management and transportation in alignment with the overall objectives of the Authority.  The leveraging of advanced technologies and data-analytics also forms a critical aspect in enhancing operational effectiveness.  

Minimum Qualifications:

  • Master’s degree in Business Management/Administration or Operations Management or related field.
  • Bachelor’s Degree in Civil/Structural/Mechanical/ Electrical Engineering or related field.
  • Ten (10) years of experience in Facilities Management with at least five (5) years’ operating at a supervisory/ managerial level.
Will be desirable:
  • Professional Certification in Facilities Management.
  • Professional Certification in Project Management

Principal Accountabilities/ Key Functions:

  • Establish a CATT Workplace Charter that supports facility and spacing requirements aligned with the organization’s current and future needs.
  • Set and maintain overall standards for facilities that align with international standards for Child, Care, and Protection services.
  • Optimize the use of space, coordinate office layouts and manage relocations or expansions.
  • Collaborate closely with the HSSE Manager to ensure compliance with OSHA standards within facility and workplace activities.
  • Develop and manage the facilities budget, including forecasting, cost control and financial reporting.
  • Manage relationships with external contractors and service providers, such as cleaning services, HVAC Technicians, Transportation providers etc.
  • Review completed work by vendors and contractors ensuring works are completed per standards and the HSE requirements are adhered to.
  • Create preventative maintenance processes and schedules for properties and equipment, and recommend modifications for maintenance, mechanical, electrical, and facility design.
  • Ensure that all facilities are well-maintained, including managing daily repairs, preventative maintenance and emergency responses.
  • Implement and manage energy-saving and sustainability programs.
  • Develop and manage emergency response plans in collaboration with the HSSE Manager, ensuring preparedness for potential crises.
  • Oversee the contractual/leasing requirement of all facilities in conjunction with the Procurement Unit and Legal Services and General Counsel department.
  • Develop and maintain a comprehensive transportation plan and establish appropriate protocols to ensure high- quality and safe service delivery to all stakeholders.
  • Manage transport logistics, including route planning, scheduling and coordinating with Operations Courier/Drivers to ensure efficient, timely service.
  • Oversee the operation and maintenance of the Authority’s vehicle fleet, ensuring vehicles are properly serviced, compliant with regulations, and available when needed.
  • Ensure compliance with transportation laws, safety regulations and industry standards.
  • Track and analyze key performance indicators related to areas of the Workplace Management function, ensuring efficiency, best-cost and service quality and implementing improvements as needed.
  • Leverage relevant technology to streamline operations and improve efficiency.
  • Plan and direct essential administrative services such as reception, maintenance, mail, cleaning, catering, and waste disposal in support of operational efficiency.
  • Lead the Workplace Management team, including performance management, training, coaching, planning, rewarding, disciplining and managing employee relations.
  • Build relationships with regulatory bodies and stay updated on issues impacting operations.
  • Foster a performance-driven environment by establishing and implementing performance standards.
  • Develop and enforce Standard Operating Procedures for departmental tasks and processes.
  • Prepare monthly reports on the Facilities based on set KPIs.
  • Represent the Authority in official capacities as required.
  • Performs other duties as assigned by the GM, Corporate Support Services.
