OBJECTIVE/PURPOSE
- To provide strategic support to the President towards achieving the company’s sustainable strategic goals.
- Accountable for the safe, effective, and efficient maintenance and operation of NGC’s Gas Gathering, Transmission and Distribution network.
- The implementation of strategic management systems to ensure a safe and optimum infrastructure, operational efficiency, molecular efficiency, asset integrity assurance, process safety, reliability and availability.
- Ensures operational gas supply/demand decisions are made in accordance with commercial contracts obligations.
- Oversees the effective management of liquids in gas and accurate fiscal measurement of gas and liquids for determining gas received and delivered and supports accurate billing.
- Directs the overall network operations, value assurance and optimization, fiscal measurement and allocation, asset maintenance management, integrity management and the execution of maintenance engineering and Operations projects of the offshore/onshore gas gathering and distribution infrastructure.
- Provides strategic management support for core large scale projects and provides an ongoing interface between large projects to ensure the strategic input, advice of operations, maintenance and value creation.
- These responsibilities are expected to be conducted safely, cost-effectively and reliably and must be delivered in a manner that consistently adds and create value to NGC’s overall business.
- The position also functions on subsidiary company Boards and Non-Operated Joint ventures (NOJV) committees as assigned to ensure NGC’s technical and commercial interests are assured in the functioning of these entities.
FUNCTIONS
- Leads the development and effective deployment of management systems associated with Operational Excellence, Technical standards, Asset Integrity, Operational green initiatives, and Process Safety across the NGC group of companies.
- Manages and operates all NGC Natural Gas infrastructure to ensure safe and optimal acquisition of gas supply and redistribution to domestic consumers and LNG export market.
- Executes the Operational and fiscal provisions and obligations of the executed gas contracts.
- Collaborates with Operations counterparts at all suppliers, domestic consumers and export markets.
- Develops and executes value creation and molecular optimization initiatives to add value to the NGC Group.
- Drives Energy Transition and sustainability initiatives in Operations and across the NGC group aligned with the company’s strategy. Includes methane reduction, reporting and influencing the Green agenda with partners in Upstream & Downstream.
- Leads the Operations and technical representation with other Operations team members for NGC in the Atlantic LNG T&O Committee.
- Leads the Operation and technical representation for NGC with other Operations team members in non-operated joint ventures (NOJV) entities.
- Leads Operations Emergency response and incident management as part of the Incident Command System (ICS).
- Leads and deploys “fit for purpose” Operational Technologies and Digital Transformation initiatives aligned with achieving Operational Excellence performance targets.
- Leads and deploys technology solutions enabling Operations data analytics for value driven decision-making and value creation initiatives.
- Provides support to new Commercial business opportunities by working through cross-functional teams to develop strategies and tactics for driving new ventures for value creation.
- Works closely with VP Commercial to identify sufficient opportunities for long-term gas provision to supply the downstream sector, identifies new opportunities to maximize Operational infrastructure capacity across the NGC Group.
- Provides key business development support to National Energy Corporation sustainability and Energy Transition initiatives.
- Participates in environmental scans to identify long term contracts to grow the Pt Lisas Estate and support the operationalization of same.
- Remains current on industry practices, trends, and metrics to ensure safety, high operational efficiency, reliability, and availability of NGC’s assets
- Provides support to the VP Commercial in the negotiation and review of new contracts and advances the development of the suite of agreements to initiate new business endeavors for the NGC Group. Engages relevant stakeholders from an active and relevant oil and gas network to identify opportunities to improve Operational Excellence across the sector.
- Supports the Commercial Group with inorganic growth (Mergers and Acquisitions M&A) by implementation of the group M&A process including sourcing, screening, evaluation, and selection of opportunities for pursuit.
- Expands base revenue and grows new sources of revenue and molecular optimization in accordance with targeted growth, develops and initiates key customer relationships to create additional revenue growth opportunities.
- Collaborates with Commercial, HSSE, Legal, SCM, Finance and Engineering to successfully manage daily issues that arise on NGC Natural Gas Infrastructure and gas management systems.
- Drives integration and procurement planning with SCM for all Operations activities.
- Interprets and negotiates contracts, operating agreements, and other legal documents to ensure best value for the company.
- Driving action plans against international benchmarks.
- Develops new industry relationships to help locate, analyze, and pursue new opportunities.
- Attends relevant committee meetings of the Board and represents the company externally in core assemblies and forum within the oil and gas industry.
- Manages a team of managers and professionals responsible for the implementation and execution of the operational management systems in a manner as to ensure safe and optimum infrastructure operating efficiency, molecular efficiency, asset integrity assurance, process safety, reliability, and availability.
- Manages the asset integrity and maintenance oversight of the NGC Pipeline Company (NPCL) Cross Island Pipeline and measurement allocation process on behalf of all shippers.
- Researches and remains current on industry developments and trends to ensure leading practice recommendations are identified, documented, and submitted to senior management.
- Conducts due diligence assistance on upstream, downstream, and midstream initiatives to ensure all potential alliances are a fit for the company and its subsidiaries.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
The minimum requirements for the position are:
- BSc in Mechanical or Chemical Engineering or related equivalent degree
- Post Graduate Qualification in Engineering, Asset Management, MBA or equivalent certification
- Advanced Diploma in Project Management will be an asset
- Fifteen (15) years operations management experience in the gas and/or oil sector, eight (8) of which should be in a senior leadership or managerial position.
KNOWLEDGE AND SKILLS
- Experience in: Oil and Gas facility design, construction and operation, design, construction, operation and maintenance of simple and complex facility and pipeline systems, Emergency preparedness and response techniques, Control Systems, applicable standards and legislation including, but not limited to, the Oil and Gas Activities legislation and associated regulations.
