Telecommunications Officer

Telecommunications Officer (SOG/ST 3)

SALARY SCALE: $2,190,302.00 - $2,945,712.00 per annum

 

JOB PURPOSE:

Under direction of the Telecommunications Engineer, the Telecommunications Officer is responsible for operating and monitoring the telecommunications system in the Office of Disaster Preparedness and Emergency Management (ODPEM), ensuring that ODPEM's communication operational capacity and capabilities are in optimal condition in times of disasters or emergencies

 

The incumbent is also responsible for providing reliable and effective communication service between ODPEM the various committees and other organizations, with disaster preparedness and response responsibilities.

           

MAIN FUNCTIONS:

  • Maintain communication between the ODPEM and agencies and entities with disaster preparedness and response responsibilities as well as disaster sites.
  • Ensure that ODPEM Telecommunications System is fully operational.
  • Disseminate information and instructions authorized during a disaster or emergencies.
  • Liaise with Regional (Caribbean) Disaster Agencies, Citizens Band Radio Association and “Ham” radio operators for telecommunication testing, and procedural guidelines for emergency operations. 
  • Participate in simulation exercises and carry out training with disaster related agencies and volunteers throughout the island. 
  • Responsible for despatching, maintenance and repairs of radio communication equipment to agencies
  • Document and log all message and transmissions sent and received via all modes.  
  • Travel to local or regional areas to assist in operating telecommunications systems.
  • Maintain a 24 hour radio coverage roster, this includes maintaining radio watch and monitoring primary frequency on portable radio assigned
  • Research and recommend new types of radio equipment to enhance greater communication coverage. 
  • Monitor the computerized Flood Warning System which is installed at ODPEM. 
  • Prepare and design database for disaster information, tracking plotting, retrieval and storage eg.   Emergency Information System (EIS)
  • Prepare database and code information for shelters, national emergency contact lists, islandwide distribution of zones and maps the information using the appropriate software.
  • Survey and Map Radio Communication areas and signal strength.

 

  • Use the CDS-ISIS software to record all loans of ODPEM telecommunications equipment.

  • Strong interpersonal and negotiating skills.

 

FUNCTIONAL COMPETENCIES

  • Basic Knowledge in Geography
  • Be Computer Literate
  • Sound technical knowledge of  Telecommunications Modes and GOJ Telecommunications policies
  • Supervisory Management
  • Knowledge of maintenance and repair techniques of various kinds of telecommunications equipment.

 

SPECIAL CONDITIONS ASSOCIATED WITH JOB

  • Work will be conducted in an office outfitted with standard office equipment and specialized software;
  • Incumbent will be required to travel island wide to maintain repeater sites and other types of field assessments as well as participate in community engagement sessions.

 

REQUIRED EDUCATION /EXPERIENCE:

  • Diploma in Electrical Engineering or its equivalent
  • Certificate in Computer Studies
  • VHF Radio License
  • Amateur Radio License
  • At least three (3) years experience in the field of Telecommunications or Electronics
