The Technical Officer supervises maintenance and repairs of canals and pipe networks, installing new canals and pipes; installation/disconnection/reconnection of consumer services; prepares bills of quantities, engineering cost estimates, design drawings, specifications and bid documents.

Key Responsibilities Include:

  • Conducts routine inspection of the canal network, pipe network and structures, to assess the need for preventative maintenance on these works;
  • Assesses repair requirements of pipe works as reported to the Operation Centre;
  • Prepares a maintenance schedule in accordance with the required Preventative Maintenance Programme;
  • Provides supervision to masons, plumbers and technicians in order to effect proper maintenance;
  • Manages the assigned maintenance budget;
  • Ensures the proper documentation of all repairs including location and nature of works completed;
  • Supervises the installation of new service, disconnection and reconnection of consumer service in the field.  Such works are to be completed to the service standards set out in the consumer charter.  These include installation and disconnection of measuring devices, gates, valves, pipe works and masonry;
  • Completes maintenance and installation projects promptly and in accordance with time and costs estimates;
  • Responds promptly to urgent requirements of connections, disconnections and reconnections of customers’ water supplies;
  • Assesses the materials, labour and equipment required to effect the connection or disconnection of the service;
  • Develops the Bill of Quantities, including cost estimates and required specifications;
  • Prepares the ‘As Built’ drawings;
  • Supervise employees as assigned
  • Performs any other duties that may be assigned from time to time.

Minimum Requirements:

  • Diploma in Engineering Technology/Civil Engineering or a related field of study;
  • Minimum of 3 years’ experience in a similar capacity;
  • Sound knowledge of Engineering Technology and the ability to install and service water conveyance networks;
  • Familiarity and competence with construction equipment and materials;
  • Ongoing training in Civil Engineering and Information Technology;
    • Flexibility to work outside of regular working hours to meet deadlines;
    • Positive attitude and excellent interpersonal skills.
