PUBLIC PROCUREMENT OFFCIER (TEMPORARY)
JOB SUMMARY  
This position is responsible for procuring goods, services and work both locally and overseas in accordance with the GO Public Procurement Act 2015 and Procurement Regulations, 2018.

SPECIFIC KNOWLEDGE REQUIRED 
Procurement practitioner with proficient knowledge of:
-GOJ's Public Sector Procurement Guidelines
-Purchasing procedures, practices and techniques
Working knowledge of:
-International freight and shipping procedures
-Preparation of tender documents
Computer literacy with sound knowledge of MS Office, computerised purchasing and inventory system and other software programmes
QUALIFICATIONS AND EXPERIENCE 
  • Bachelor’s degree in business administration, Management or equivalent from a recognized tertiary institution
  • Certification in Government Procurement PLUS
  • INPRI Modules 1 & 2 or other professional qualification is desirable
  • Minimum of three (3) years' experience in purchasing/procurement or materials management
REQUIRED SKILLS & SPECIALIZED TECHNIQUES
  • Ability to multi-task and prioritise activities, meet tight deadlines and take initiative as required.
  • Excellent attention to detail and organisational and planning/scheduling skills with the ability to follow through and execute on tasks in a pro-active, timely manner; monitor work for quality.
DUTIES & RESPONSIBILITIES  

• Issue/upload bid documents in a timely manner upon receipt of evidence from the Finance Dept of budgetary support.
• Examine purchase requisitions, on-line status reports and relevant documents and liaise with departments/ subsidiaries personnel to verify specifications of purchase requests.
• Communicate with potential suppliers to obtain information on prices, quality and availability of products; compare data to determine the best suppliers.
• Vet and forward purchase orders to suppliers.
• Follow-up purchase orders and other transactions to ensure timely delivery of materials Vendor & Contract Management.
• Ensure that Supplier profile data is accurate: contact information, banking details, categories of goods/services supplied for all transactions processed.
• Liaise with suppliers and contractors to ensure that delivery is as agreed. Communicate with them regarding any product defects, incorrect parts and invoice inaccuracies as required.
• Manage open purchase orders and purchase requisitions on the purchasing database to ensure timely closure and resolution of outstanding issues.
