Senior Professional, HR Planning, Policy Development and Recruitment

 

Are you ready to play a pivotal role in executing our HR Planning, Policy Development and Recruitment strategies?

The Trinidad and Tobago Revenue Authority (TTRA) is seeking an experienced Human Resource Specialist to assist with the planning, development, implementation and monitoring of our workforce planning and talent management strategy.   The Senior Professional, HR Planning, Policy Development and Recruitment will be accountable primarily for advocating and monitoring the effectiveness of the planning, policymaking and recruitment initiatives of the organisation, and for providing actionable recommendations to the Manager, Workforce Planning and Talent Management.  This role is critical to ensuring alignment between staffing requirement and the organization’s short to medium term business needs. The successful candidate is therefore expected to demonstrate the relevant competencies and experience with in-depth analyses and interpretation of HR data, local employment and industrial relations practices, regulations and processes for shaping talent acquisition decisions, and with the goal of promoting a positive employee-employer experience at the Authority.

KEY RESPONSIBILITIES:

  • Workforce Planning and Forecasting: Assist with the planning and forecasting of optimal staff requirements for organizational needs and the unit’s budgetary requirements.  
  • Execute HR Strategies:  Assist the Line Manager with the development and implementation of recruitment and talent management strategies.
  • Data Analysis: Analyze trends and metrics in HR planning to identify opportunities for improvements and to facilitate strategic data driven decision-making.
  • Policy Development and Implementation: Develop and implement approved HR policies and procedures under the guidance of the Line Manager and assist with monitoring of the Unit’s budget.  
  • Comprehensive Reporting:  Prepare and produce detailed, accurate and data-driven HR reports and presentations, to inform and advocate support for the organization’s recruitment strategies.
  • Project Execution and Compliance: Implement approved innovative recruitment techniques and tools to attract diverse candidates and to improve the efficiency of the recruitment process, ensuring compliance with data privacy regulations and the maintenance of good stakeholder relations with external recruitment agencies and other key stakeholders.

QUALIFICATIONS AND EXPERIENCE:

  • Education: Bachelor’s Degree in Human Resource Management, Business Administration, or related discipline.
  • Experience: Five (5) years’ progressive experience in HR planning, policy development and recruitment and selection processes including at least two (2) years in a supervisory role.
  • Knowledge: Considerable knowledge of HR Planning, HR Policy Development, Recruitment and Selection processes  and data analysis tools. Sound knowledge of employment laws, and regulations including data privacy regulations
  • Other: Any other equivalent combination of education and experience will be considered.

 KEY COMPETENCIES:

  • Technical: HR expertise, HRIS/HRMS, employment laws, practices and regulations, building organisational capacity, relationship management, talent management, advanced proficiency in monitoring HR program effectiveness, business acumen, negotiation skills, project management skills, innovation, risk management, advanced proficiency in written advocacy and in Microsoft Office Suite.
