Senior Manager - Health, Safety, Security and Environment (Job ID# 14312)
- Review, development, implementation and monitoring of the NGC’s Health and Safety management systems, to ensure the safety of staff, visitors and contractors, in line with current Health and Safety associated legislation.
- Advises all staff and contractors on all safety, health and welfare matters to ensure the NGC complies with its statutory obligations. Delivers and maintains a positive Health and Safety culture companywide.
- Liaises closely with the President and management team and functions as a safety champion relating to all aspects of Health and Safety performance, ensuring continuous improvement to our safety standards, systems and procedures, implementing legislative compliance and best practices across our multidiscipline team.
FUNCTIONS
- Reviews and develops all aspects of the company’s Health and Safety Policy and activity and ensures that it is implemented consistently across the company.
- Monitors, evaluates, and reviews existing, new, and upcoming Health and Safety legislation and ensures that the company has systems and procedures in place to meet legal compliance.
- Works proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits.
- Ensures that rigorous risk assessment and accident management systems are in place to enable all departments, including outreach centers, to undertake risk assessment processes to identify hazards and to ensure that appropriate control measures are in place.
- Maintains a central record of all risk assessments and monitors recording, discusses areas for improvement with relevant staff and/or external bodies, and agrees on appropriate corrective action.
- Oversees fire risk assessments according to an agreed schedule and in line with legal requirements.
- Liaises with Occupational Health Service staff on health surveillance where a risk assessment has identified a need, including carrying out stress risk assessments when required.
- Provides staff with comprehensive and relevant information and training on Health and Safety systems and procedures, including advising on equipment purchase and workplace practices.
- Maintains the accident and ‘near miss’ database and prepares reports for the Health and Safety Committee and the President, using statistical and other analytical tools.
- Informs the Health and Safety Committee of accidents or incidents that require notification.
- Undertakes the planning and implementation of fire drills and other evacuation procedures, e.g. in the case of a bomb threat and as part of the company’s Emergency Plan and Business Continuity teams.
- Develops a health and safety culture across the organisation through continuous improvement initiatives to yield quality and sustainable outcomes.
- Ensures that appropriate records are maintained in compliance with legal requirements and that necessary notices are displayed and reviewed.
- Conducts routine security monitoring and manages outsourced manned security guard services at all locations.
- Conducts intelligence driven security monitoring to gather information that improves general security and reduces infrastructure threats.
- Partners and networks with Energy Sector Security Initiative (ESSI) to review risk and potential threats to infrastructure and mitigate against a harmful or catastrophic national impact.
- Assesses critical facilities for exposure to attacks that would impact the organisation and the nation at large.
- Designs and delivers training sessions on key areas of company activity in relation to Health and Safety and supports the delivery of other training programmes, including new staff induction.
- Functions as a member of the company’s Health and Safety Committee and actively promotes a safe environment throughout the organisation.
- Attends regular update training on Health and Safety legislation and the application of key policies in an oil and gas institution and advises company executive of key developments and areas for change/improvement.
- Ensures compliance with, and implementation of, all company policies and procedures that impact on the delivery of effective Health and Safety systems.
- Executes any other related duties as assigned.
MINIMUM REQUIREMENTS
The minimum requirements for the position are:
- BSc in Health, Safety and Environment
- NEBOSH Diploma
- MBA or Graduate/Chartered Membership of IOSH/ Security Management certification would be a definite asset
- Seven (7) years management experience in a safety health and environment position of which five (5) years must be at a leadership level.
- Previous experience in the oil and gas industry
- OR A combination of suitable qualifications and experience.

- Master's in Health, Safety and Environment or equivalent Post Graduate certification
- Security Management certification
- Ten (10) years related experience in Health, Safety and Environment or in the energy industry of which seven (7) years must be at a leadership level.
