Senior Director, Research Unit

Applications are invited from suitably qualified professionals to resource the position of Senior Director, Research Unit. Reporting to the Division Chief, the successful candidate will be responsible for:

General Management

  1. Directing the design of the Division’s overall research programme to ensure harmonization with the strategic, economic and policy objectives of the Bank.
  2. Coordinating and managing processes and the outputs of other researchers within the Division to ensure that the Bank’s objectives are achieved.
  3. Providing leadership and ensuring the achievement of team objectives through the development of work plans, the allocation of resources and the effective monitoring of team members.
  4. Providing supervisory oversight of the Unit’s work processes and procedures and identifying areas for improvements in efficiency and effectiveness.
  5. Ensuring the development of a cadre of well-trained and motivated team of support professionals.
  6. Co-ordinating with local and international universities to build and maintain the Bank’s young and senior professional associates programmes.
  7. Building and maintaining the technical and professional competence of all researchers within the Division by liaising with international and local research networks for the presentation and publication of their research work.
  8. Participating as a member of the Economic Policy Committee (EPC) and supporting the work of the Monetary Policy Committee (MPC) by contributing to reports and discussions on the Bank’s monetary policy stance.

Research

  1. Conducting original research to provide a sound conceptual and empirical basis for policy advice and for publication in high-quality refereed journals.
  2. Strengthening the research portfolio by leading the conduct of original long-term research into issues relating to monetary policy, exchange rate, inflation dynamics, the monetary transmission mechanism, growth, fiscal policy, financial markets and the financial sector and statistical methodology.
  3. Developing and maintaining documentations relating to research processes to support the maintenance of technical and professional standards and procedures of research work.
  4. Reviewing staff research papers, policy notes and other divisional outputs as agreed with the Division Chief or Deputy Governor.
  5. Conducting training workshops on basic technical research processes for Economists/Senior Economists in the Division.
  6. Overseeing the Division’s research methodology consistent with established technical and professional standards and procedures.
  7. Providing advice on research techniques, economic modelling, analysis and forecasting.
  8.  Ensuring the employment of quality control measures for the production of written research.
  9. Coordinating and scheduling of monthly divisional seminars & technicians’ meetings for REPD and FINSTAB.
  10. Directing the design as well as supervising the Unit’s professional associates programmes to ensure harmonization with the strategic, economic and policy objectives of the Bank.
  11. Developing and assisting in the provision of technical training and capacity development of the Division’s staff.
  12. Participating in research networks in the domestic, regional and international environs.
  13. Developing and maintaining relationships with central banks, universities and other relevant research institutions.
Representation
  1. Contributing to the process of economic policy management by serving as a member of the Bank’s Economic Surveillance/Assessment/Policy Committee.
  2. Representing the Division on internal committees of the Bank of Jamaica as required.
  3. Participating in the Bank’s technical interface with the International Monetary Fund, the World Bank and other financial institutions.
  4. Representing the Bank at local and international conferences and meetings.

QUALIFICATIONS AND EXPERIENCE

  • Post Graduate Degree in Economics and/or related discipline with eight (8) years’ work-related experience and four (4) years at the managerial level.
  • PhD would be an asset.
  • Track record of publications in recognised journals.
