Senior Director Preparedness & Emergency Operations (GMG/SEG 3): Salary Range: $4,594,306.00 – $6,178,830.00

JOB SUMMARY:

Reporting to the Deputy Director General, the Senior Director Preparedness & Emergency Operations is responsible for the strategic planning and direction of the Preparedness and Emergency Operations Division (PEOD) to ensure the nations readiness to response to and coordinate national emergencies/disasters.

MAIN FUNCTIONS:

  • Develop and manage the operational plan and budget for the division
  • In conjunction with the Deputy Director General develop operational plans and policies to cope with various types of disasters
  • Coordinate the work of Ministries, Departments and agencies with disaster preparedness responsibilities
  • Identify, designate and maintain an inventory/register to ensure the existence of essential physical facilities, equipment and supplies that will be required for providing shelter, life support, mass care and other disaster response measures, in times of disasters;
  • Monitor and enhance disaster preparedness arrangements such as contingency plans and DRM plans in government and non-government agencies at the local and regional levels;
  • Direct and co-ordinate emergency relief operations at the national level during a disaster.
  • Mobilize and manage Shelter Managers and Emergency Relief Workers for disaster response.
  • Co-ordinate relief operations of voluntary and private agencies during disasters.
  • Collaborate with the agencies responsible for carrying out post-emergency measures such as rehabilitation and reconstruction;
  • Manage through the Regional Coordinators at local and field levels communication, public education and relief Supplies;
  • Undertake in collaboration with the Mitigation Planning and Research Division (MPRD) continuous risk assessment and the resources available to cope with them
  • Provide strategic direction in the operation of a National Telecommunications infrastructure

  • Conversant with provisions of the Disaster Preparedness & Emergency Management Act 2015, the Town and Country Planning Act of 1957, the Local Improvement Act of 1944, and those of the Emergency Powers Act and Regulations,
  • Knowledge of trends, new concepts and techniques in disaster preparedness
  • Knowledge of Results-Based Management
  • Presentation skills;
  • Knowledge of computer office applications

REQUIRED EDUCATION /EXPERIENCE

  • First Degree in  Environmental Studies, Urban and Regional Planning, Civil Engineering or in related field
  • Five (5) years’ experience in operations management or similar capacity at a senior level
