- 3. PRINCIPAL ACCOUNTABILITIES
Clinical Practice: - Provide consistent supervision for all personnel in the delivery of care and services. Maintain quality assurance of documentation in the resident’s charts. Ensure a high standard of care is given to the residents.
- Monitor and frequently evaluate the quality and effectiveness of the care administered to the residents of the Homes.
- Ensure medical appointments are maintained; medications are accurately administered and documented and that menu planning for residents of the homes is reviewed periodically and food service is properly administered.
- Assess and identify immediate medical needs of residents and coordinate and collaborate with physicians and other medical personnel to ensure needed interventions are done. Provide clinical expertise in the management of medical and psychiatric emergencies.
- Liaise with Social Workers, Physicians, multi-disciplinary teams, Senior Resident Care Officer, Resident Care Workers and Resident Care Assistants in planning, implementing and evaluating health care plans for the residents, ensuring that all interventions, including medications, treatments and holistic care is administered effectively and efficiently.
- Conduct clinical assessments in collaboration with Social Workers for clients in the community to determine medical needs and placement suitability.
Management: - Provide and manage monthly schedule to ensure that there is adequate staff on a daily basis, including weekends, holidays and vacation coverage.
- Oversee staff activities daily, provide clinical guidance and review care provided by staff. Serve as a resource person for all staff and ensure opportunities for continued learning are provided
- Ensure inventories are maintained at all times and supplies and equipment are requisitioned and obtained when necessary.
- Maintain statistical, medical and general records on all residents.
- Assist with the annual budget preparation and manage the current budget for the daily operations of the Residential Homes.
- Collaborate with stakeholders to ensure that all are abreast with new and developing trends regarding residential care.
- Conduct meetings and conference with Residential Care Staff, and provide timely updates on organizational policy changes.
- Communicate with residents, residential care staff, other health care professionals, family and visitors as needed and respond to any concerns they may have.
- Collaborate along with manager with external service providers to ensure parameters of safety e.g., Fire are strictly adhered to and environmental checks are done as required.
- Undertake any other duties of similar responsibility level as requested by the Social Work Manager, Deputy Director or Director of the Department of Children & Family Services.
Administrative: - Assist with Human Resource duties in accordance with the Public Service Management Act and Personnel Regulations, including but not limited to the following:
- Assist with the employment process and orientation of all new residential care employees in consultation with the Human Resources Manager, the Social Work Manager, Deputy Director or Director of the Department of Children & Family Services.
- Assist in the probation and termination process as well as immediately report matters of a disciplinary nature to the Human Resources Manager, Social Work Manager, Deputy Director or Director of the Department of Children & Family Services so these can be promptly dealt with.
- Management of leave schedules, leave requests and approvals and maintain adequate records of attendance in accordance with leave management policies and procedures.
- Ensure timely updates by staff in my-VISTA as required and that entries are verified in a timely manner.
- Make recommendations and develop standards, ensure policies and procedures are reviewed and updated as necessary. Prepare reports and statistics monthly on all areas of the Programme.
- Carry out performance management, including interim and bi-annual assessment of staff performance to ensure performance targets are met.
5. BACKGROUND INFORMATION The Department of Children & Family Services is the sole Government agency responsible for theprovision of cost-effective social services to the people of the Cayman Islands. The Adult Special Needs Program is a unit within the Department, charged with the provision of servicesto children, young persons, adults and older persons identified as having special needs, who areidentified as being unable to be cared for in their own homes and/or without family support. The facilities on the Cayman Islands are managed by the Department of Children & Family Services. The role of the Resident Care Supervisor is to be responsible for the daily operations of the residentialfacilities along with providing supervision and support to the staff in delivering care and services to theresidents. 6. KNOWLEDGE, EXPERIENCE AND SKILLS - Graduated from an accredited program of nursing. Licensed and currently registered or otherwise authorised to practice as a professional nurse in the United States, Canada or British Commonwealth Territory, to be eligible for registration in the Cayman Islands.
- At least five (5) to seven (7) years’ experience in professional nursing practice. Relevant experience in the clinical speciality of geriatrics, and/or mental health and children with disabilities will be advantageous.
- Minimum of two (2) years supervisory experience and evidence of skills in co-ordinating and managing a nursing unit or patient care programme.
- Excellent interpersonal skills.
- Ability to communicate with others, both verbally and in writing.
- Ability to maintain records and prepare reports.
- Ability to maintain appropriate attitude and conduct necessary towards the welfare of residents, employees and others.
7. ASSIGNMENT AND PLANNING OF WORK The post holder will work on own initiative, planning and co-ordinating their own as well as staffactivities. The post holder has full authority over the tasks for which he/she is responsible. The Resident Care Supervisor may be stationed either in Grand Cayman or Cayman Brac as per theneeds of the Department and will be required to cover for other Resident Care Supervisor as needed. 8. SUPERVISION OF OTHERS The post holder provides supervision to: Senior Residential Care Worker; Residential Care Worker;Residential Care Assistant, Housekeeper and Cook. 9. OTHER WORKING RELATIONSHIPS The post holder collaborates with the social work staff. The post holder will communicate and consultwith the Social Work Manager, Social Workers and multi-disciplinary teams outside of the department,including but not limited to hospital and school personnel. The post holder liaises with church andcommunity groups, families and non-profit organizations that provide support or services for the specialneeds of the residents. 10. DECISION-MAKING AUTHORITY AND CONTROLS The post holder makes decisions regarding the day to day operations and activities of the ResidentialHomes on Grand Cayman and Cayman Brac. Major decisions are made in consultation with the Social Work Manager, Director and Deputy Director ofthe Department of Children & Family Services as relevant. 11.
