Regional NCD Surveillance Officer (HPC/ALH 2) (vacant) Regional Office Salary Range: $5,055,684 - $6,009,620 p.a.
The Western Regional Health Authority (a Statutory Body under the Ministry of Health and Wellness) is currently seeking to employ a Regional Non-Communicable Disease (NCD) Surveillance Officer. Under the general supervision of the Regional Technical Director through the Regional NCD Coordinator, the Regional NCD Surveillance Officer is responsible for developing, monitoring and evaluating the Non-communicable Disease, Injury Surveillance and the Cancer Registry programmes.
CORE RESPONSIBILITIES:
v Ensure the maintenance and operation of NCD and Injury surveillance systems for monitoring chronic diseases and injury at regional and parish levels;
v Ensure that the database and register for the Cancer Registry is maintained and up-to-date;
v Collaborate with regional technical staff, Medical Officers (Health) and Senior Medical Officers in the analysis of programme indicators, their timely collection, collation and report writing;
v Compile narrative and statistical reports on surveillance data within the Region for submission to the Regional NCD Coordinator;
v Assist with the planning and execution of health interventions in the Region;
v Assist with the planning and execution of capacity building programmes for staff;
v Train service providers to conduct cancer case abstractions;
v Identify undocumented cases for cancer through active surveillance;
v Conduct audits of the NCD and Injury Prevention Programme areas as well as the regional databases;
v Perform any other duties that may be required/necessary for the effective functioning of the organization/programme
SPECIFIC KNOWLEDGE/SKILLS REQUIRED:
v Knowledge of National Health Policies
v Aptitude for training in the use of databases, such as, Patient Administration System (PAS) and Cancer Registry Software (CANREG5,DHIS2);
v Ability to collect, collate and analyse data;
v Ability to communicate with multi sector health teams, GOs, and NGOs e.g. Jamaica Cancer Society, Private Health Agencies to include Laboratories, Corporate Sectors, Community Organizations e.g. FBOs;
v Knowledge of International Agency for Research on Cancer (IARC) Guidelines;
v Knowledge of National Cancer Registry Guidelines;
v Knowledge of Non-communicable Disease including cancer prevention and control;
v Knowledge of CARPHA and National Surveillance Guidelines;
v Basic understanding of the ICD 10 Coding the International Classification of Disease (ICD-10) and the International Classification of Diseases for Oncology, (ICD-O-3);
v Strong problem solving and decision making skills;
v Well developed planning, organizing and time-management skills;
v Excellent human relations skills and the ability to interact with individuals at all levels;
v Proficiency in the relevant computer applications;
v Well developed written and oral communication skills
SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:
QUALIFICATION & EXPERIENCE:
v Bachelor’s Degree in a Health Related Science;
v Five (5) years experience in the health field to include three (3) years experience in disease surveillance;
v Master’s Degree in Public Health, Epidemiology or equivalent;
v Current registration with relevant professional licensing body;
v Work experience in primary and secondary health care will be an asset
