Quarry Management and Operations | - Assumes direct responsibility for the control, management, and direction of EMBD’s Quarries under the Minerals Act (“Quarry”) and ensures that it is operated safely and efficiently.
- Responsible specifically for the following as required under sections 27 and 29 of the Minerals Act:
- Establishing a management structure, which enables the Quarry to operate in accordance with a Mine Design Plan and any operational guidelines issued by the Minister under the Minerals Act;
- Ensuring that a copy of the management structure of the Quarry is posted in an area accessible to every employee;
- Defining the extent of the authority and the duties of the persons in the management structure;
- Maintaining a record of all employees working within the Quarry;
- Maintaining a record of all persons visiting the Quarry;
- Maintaining a daily record or logbook, to be left at the Quarry, of all motor vehicles and equipment operating in, entering and exiting the Quarry;
- Overseeing and implementing the rehabilitation plan for the Quarry;
- On a daily basis inspecting the Quarry and shall be responsible for the safety of the equipment used by all employees;
- On a daily basis recording in a logbook all potential hazards reported or observed at the Quarry;
- On a daily basis certifying the logbook whether it is safe to start up mining operations for the respective day;
- With 48 hours of receiving a report on, or observing any actual or potential hazard within the Quarry, take reasonable steps to implement procedures to prevent, eliminate or minimize the hazard;
- Submitting to the Director of Minerals within 24 hours of the occurrence of any accident or loss-time incident in the Quarry a written report of the occurrence;
- Keeping within the Quarry, a copy of all reports made to the Director of Minerals;
- Ensures all duties for Quarry Manager as outlined in the Minerals Act, the Mining License, and all other relevant documents are satisfactorily completed especially within any stated timelines.
- Adheres to the Minerals Act and the terms and conditions of the Mining License and ensures same are adhered to by all on the Quarry including but not limited to all employees, the Operator, contractors, customers, and visitors.
- Oversees the mining activities particularly, the Operator to ensure mining activities are conducted in a safe and productive manner in line with relevant legislation and contractual obligations to achieve production goals consistent with quality and environmental requirements.
- Is responsible for the health and safety of all personnel while at the quarry, including without limitation any employees, contractors, visitors, or trespassers.
- Collaborates with the EHS Representatives to identify and report on all actual and potential hazards within the Quarry, taking reasonable steps to implement procedures to eliminate or mitigate the hazard(s) and ensures that all aspects of health and safety planning, assessment, management, and monitoring systems are properly executed in line with relevant legislation and contractual obligations.
- Keeps up to date with relevant government legislation and industry developments relevant to quarry operations.
- Conducts random checks on various aspects of the Quarry operations to ensure compliance and the integrity of the personnel and processes.
- Supervises assigned personnel which includes handling and resolving daily issues, concerns, grievances, monitoring their job performance, and attendance.
- Reviews the operations and makes recommendations for improvements and oversees the implementation of same.
- Manages and ensures compliance with the Mining License and all regulatory permits and requirements of regulatory authorities including without limitation, the Ministry of Energy and Energy Industries, EMA, the OHSA, Town & Country Planning, Drainage Division of the Ministry of Works, WASA, TTEC, Fire Services, and any other regulatory entity.
- Oversees EMBD’s Projects, answering queries and providing assistance to the Legal Department on all matters as it pertains to EMBD’s Projects.
- Provides project management services for all in-house or external Projects.
- Advises management on all Quarry and Projects related matters.
- Assists in the preparation of annual budgets (Call Circular) for submission to the Line Ministry.
- Recommends purchasing of goods and services and cost-saving measures.
- Performs inspections of facilities to identify and resolve issues.
- Prepares regular reports; daily, monthly, quarterly, and annual reports for Quarry and Projects related matters particularly those required under the Minerals Act and Mining Licence, prepares Tender documents, Tender Evaluation Reports, Scope of Works/Services, Project costing, and budgets for Quarry and Projects.
- Attends site visits/ meetings in respect of the Quarry and Projects including Operator, local authorities, consultants, customers, suppliers, Regulatory Agencies/bodies, and stakeholders.
- Liaises with the Legal Department on existing and pending contractual arrangements with the Quarry Operator, contractors, consultants, customers, and stakeholders.
- Develops EMBD’s facilities maintenance plans, procedures, and ensures implementation.
