The National Insurance Property Development Company (NIPRO) Limited is seeking to fill the position of a Project Services Manager.

Project Services Manager
Required to manage minor, moderate and complex projects including the selection and management of consultants, fee negotiations, programming, cost estimates, site analysis, preparation of construction documents, document review, budget and schedule, construction administration and close-out.

DUTIES AND RESPONSIBILITIES INCLUDE:     
  • Direct and manage the activities of the Project Services Department in accordance with company policy.
  • Undertake project conceptualization, project planning, project development, project management and construction as required.
  • Provide technical and advisory services on acquisitions, construction and leasing of properties.
  •  Manage capital repairs for buildings owned by the National Insurance Corporations’ Group of Companies and other works in accordance with contracts executed by NIPRO.
  • Maintain up-to-date records of all project activities being undertaken and submit monthly progress reports on activities of the department to the Chief Executive Officer.
  • Ensure that the work environment as well as work practices relating to projects under the management of NIPRO are safe and in accordance with the labour laws of St. Lucia.
  • Ensure that all contractors implement projects contracted to them in accordance with the terms of their respective contracts and in compliance with industry standards.
SKILLS, KNOWLEDGE, AND ABILITIES
  • Knowledge of research methodology, common information sources, principles, practices, and techniques used in planning and design and project/construction management.
  • Knowledge of effective public relations techniques and ability to work closely with the agent of the owner to achieve their goals.
  • Ability to demonstrate skill in using computer software to design basic construction projects.
  • Ability to maintain records and prepare narrative, statistical and financial reports on project feasibility and status.
  • Ability to conduct critical analysis of proposed construction projects and prepare effective reports of analysis, results and recommendations.
  • Ability to establish priorities, develop the budget and set realistic project schedules.
  • Ability to prepare request for proposals, establish consultant selection criteria and make appropriate consultant selection decisions
  • Ability to monitor contract compliance with consultants and contractors.
  • Possess a valid driver’s license.
 
QUALIFICATIONS AND EXPERIENCE
  •  A BSc in Civil Engineering or equivalent or a Master’s Degree in Project Management and qualifies for certification as a Registered Engineer in St. Lucia
  •  A minimum of four (4) years working experience on construction projects with the last two (2) operating at supervisory level.
  • Experience in project management methodology, managing multiple projects, procurement management, will be an asset.
