BACKGROUND
Officially opened in August 2005, the Caribbean Community Climate Change Centre (CCCCC) is mandated by the CARICOM Heads of Governments to lead the region's response to managing and adapting to the impacts associated with anthropogenic-driven climate change in addition to serving as the main repository for regional and national information on climate change. The CCCCC was established by an Inter-Governmental agreement among the Caribbean Community (CARICOM) Member States and is driven by the philosophy established and nurtured by foundation-setting activities such as that of the Caribbean Planning for Adaptation to Climate Change (CPACC) project, Adapting to Climate Change in the Caribbean (ACCC) project, and Mainstreaming Adaptation to Climate Change (MACC) project. The CCCCC manages its portfolio of responsibilities through its network of national, regional, and international collaborating agencies and institutions.
The CCCCC is accredited to the Green Climate Fund (GCF) as a Regional Accredited Entity that allows it to access and manage, on behalf of CARICOM Member States, projects up to USD 50 million per project. The CCCCC, since April 2022, is also accredited as a Regional Implementing Entity to the Adaptation Fund; it also serves as a Public International Organization for United States Agency for International Development (USAID). In addition, the CCCCC is currently implementing projects with other donors and bilateral partners that include the European Union, USAID, Government of Italy, and Caribbean Development Bank, Global Affairs Canada.
The work of the CCCCC is guided by the CARICOM Revised Regional Framework (RRF) for Achieving Development Resilient to Climate Change, which provides the high-level strategy, identified by its Member States, to systematically address the challenges posed by climate change for the Caribbean and by the CCCCC’s Strategic Plan (2021-2025) “Building Resilience. Securing Our Future.”
The CCCCC’s Strategic Implementation Plan (SIP) outlines five inter-related Strategic Objectives that, when achieved, will support the achievement of the CCCCC vision of a “Resilient and Sustainable Caribbean region for all.” The Strategic Objectives outlined in the SIP include:
- Strategic Objective #1: Scale up actions to manage the effects of climate change.
- Strategic Objective #2: Strengthen strategic partnerships for sustained climate change results within the Region.
- Strategic Objective #3: Increase the uptake of climate data and innovative tools for socio-economic development and evidence-based decision-making across the region.
- Strategic Objective #4: Increase the Caribbean’s public ability to make informed decisions in responding to climate change and its impacts.
- Strategic Objective #5: A strong and sustainable Caribbean Community Climate Change Centre delivering on its mandate and provide added value to the Region.
Strategic Objective #5 seeks to transform the CCCCC into a fit for purpose institution that has the internal capacity to deliver on its mandate and deliver the outcomes of its SIP. To assist in the delivery on this strategic objective, the CCCCC is desirous of recruiting a Project Manager to spearhead the implementation of projects across the Caribbean.
CCCCC aims to create a fair, transparent, and results-oriented system that aligns with its strategic goals and fosters a culture of continuous improvement that is responsive to its business needs as a self-financed institution.
OBJECTIVE
Under the supervision of the Head of the Project Development and Management Department (PDMD) and the Lead Project Manager, the Project Manager (PM) will be responsible for providing managerial leadership to projects, managing and supporting the day-to-day activities and resources of the project, with special emphasis on coordination and networking, management, and mobilization of resources.
The Project Manager will be responsible for operational project management in accordance with CCCCC policies, procedures and guidelines and will undertake their duties in close consultation with constituent countries and partnering organizations/entities. The Project Manager will ensure inclusive planning and continuous collaboration with key technical staff within the CCCCC to ensure that projects mainstream gender and promote social inclusion throughout the lifecycle of the project. They will work in close collaboration with the Centre’s Corporate Service Team and will be directly responsible for the actioning of project workplans and budgets in accordance with the approved Project Document.
KEY RESPONSIBILITIES
- a. Project Planning
- Develop comprehensive/detailed project work-plans and associated project planning documents (Annual Work Plans, Annual Budget and Procurement Plans, Project Stakeholder and Gender Action Plans, Project monitoring and Evaluation plan, Project Communication Plan, Project SES and Risk Logs). Plans are to be developed with input and in close consultation with CCCCC’s staff and participating country representatives.
- b. Effective Project Management
- Implementing project plans and strategies to meet objectives.
- Monitoring project progress and making necessary adjustments.
- c. Collaborative Relationships
- Fostering strong partnerships among key project stakeholders.
- Engaging with donors to maintain open communication and support.
- d. Inception and Implementation
- Mobilize goods and services to support project activities, including drafting TORs and works/product requirements and specifications.
- Supervise and coordinate the production of project outputs to the required standard of quality and within the specified constraints of time and cost as outlined in the project document.
- Ensure adherence of project activities to the existing financial, procurement, and administrative processes of the CCCCC.
- Supervise, guide, and coordinate the work of the Project Implementation Team, Technical Advisory Teams, project-associated contractors, and consultants.
- Ensure that gender equality is pursued in all project activities and reflected in work plans, budgets, reports, research, analyses, and, where specifically relevant, analysed in detail.
- Manage and monitor project-associated risks and issues and where possible arrange and apply mitigating measures.
- Assist relevant government agencies and implementing partners with the development of essential skills through training workshops thereby upgrading their institutional capabilities.
- Manage the transfer of project deliverables to national beneficiaries and other project stakeholders.
- e. Project Monitoring, Reporting and Knowledge Management
- Monitor the progress of implementation of project activities/ outputs in line with project results framework/ log frame matrix.
- Oversee and ensure timely submission of the Inception Report, Donor Reports, Annual Project Report (APR), and other reports as may be required by the CCCCC's other oversight/ donor agencies.
- Prepare project progress reports (progress against planned activities, update on risks issues, expenditures…) and ensure timely submission of the reports to the relevant instances.
- Update quarterly project dashboard facilitating information dissemination to country constituents and donors.
- Disseminate project reports and respond to queries from stakeholders.
- Contribute project best practices, innovation, and knowledge products to the CCCCC repository and Centre’s communication platforms.
- f. Partnership Management
- Liaise with relevant government agencies, and all implementing partners for effective coordination of all project activities.
- Identifying opportunities for deepening the cooperation with various project stakeholders
- Maintain regular coordination and quality assurance of expert inputs and products as well as among project partners to ensure coherence and complementarity of project activities.
- Develop and maintain a database of all the projects and partner organizations and stakeholders associated with the project.
- Oversee the exchange and sharing of experiences and lessons learned with CCCCC PMU and participating countries.
- Collate feedback from stakeholders, both within the CCCCC and third parties, on deliverables/outputs for transmission to relevant parties, as necessary.
- The Project Manager serves as an integral part of the PDMU at the CCCCC and as such is required to provide support to the organisation that is fundamental to the planning and management of the organisation’s wider portfolio. To this end, the PM may also be required to:
- Represent the CCCCC at national, regional, and international meetings to present the project/s and other aspects of the organisation’s work.
- Any other related duties that may be assigned from time to time.
REQUIRED QUALIFICATION, EXPERTISE AND COMPETENCIES
Eligible candidates should have the following minimum qualifications, experience, and key competencies:
Qualifications:
- Minimum of a Master's Degree in Climate Change Management, Environmental Science, Natural Resource Management, Project Development Planning/Management, or a closely related field.
- Certification in Project Management
Experience:
- A minimum of five (5) years of relevant professional experience in natural resource management, climate change, coastal zone management, and community development.
- A minimum of three (3) years of experience in project management, program/project coordination, monitoring, or provision of advisory services.
- Demonstrated experience in liaising and collaborating with government officials, municipal authorities, academic institutions, NGOs, and the private sector.
- Knowledge of guidelines and procedures from funding entities such as Global Affairs Canada, the Green Climate Fund, the Global Environment Facility, and the United States Agency for International Development is an asset.

COMMENCEMENT AND PLACE OF WORK
The Project Manager will be contracted full-time at the CCCCC’s Headquarters in the City of Belmopan, Cayo District, Belize. The initial contract duration is for twenty-four (24) month-period with a probationary period of three (3) months, and subject to extension and/or renewal, contingent on performance and availability of funding. A hybrid modality will not be considered for this role.
The Project Manager is expected to take up the position immediately.
INSTITUTIONAL ARRANGEMENTS
- The Project Manager will be contracted full-time to the CCCCC’s Headquarters in Belmopan, Belize and is expected to take up assignment at the CCCCC as soon as possible.
- The PM works under the supervision of the Head of the Project Development and Management Department (PDMD) and Lead Project Manager, with direct reporting responsibility to the Lead Project Manager of the PDMD.
