Basic Salary: $5,881,100.00
OBJECTIVES/SUMMARY OF POSITION
- To facilitate the effective allocation of project funds on behalf of the Tourism Enhancement Fund
- To analyze and appraise applications and project proposals/business plans and recommend those that are suitable for implementation
- To monitor all phases of the project cycle and the progress of all projects undertaken by development agencies on behalf of TEF
- Undertake post evaluation of completed projects
- Draft and monitor institutional agreements
KEY RESPONSIBILITY AREAS
Administrative/Managerial:
- Propose the budget for the body of work contained in the portfolio of projects and programmes of responsibility
- Prepare and review in conjunction with the Director, Project cash flow projections and TEF’s cash disbursement schedule on a project by project basis and as frequently as defined
- Prepare and review in conjunction with the Director, Project implementation schedules, project cycle schedules and action plans on a project by project basis
- Prepare individual operation and quarterly work plans
- Attend technical meetings and prepare evaluation reports for project proposals received which includes recommending those project which meet acceptability criteria
- Liaising with executing and planning partners on an ongoing basis throughout the various stages of the project cycle
- Consultation with relevant stakeholders to obtain appropriate information and advice regarding feasibility analyses and any other input/output of the project cycle
- Maintain project files and project accounts on a project by project basis, ensuring project documents are complete
- Conceptualize and propose ideas/projects for business process improvement and achievement of our mission and strategic outputs
- Communicate effectively with the implementing agents/contractors responsible for completing the project
- Monitor the progress of the project activities on a regular basis and hold regular status meetings with the teams
- Maintain strict adherence to the budgetary guidelines, quality and safety standards.
- Periodic inspection of construction sites/venues hosting each project
- Identify the elements of project plan and execution processes likely to give rise to disputes and claims as well as quality, budget, schedule and safety concerns.
- Keep abreast of changes in relations to the Procurement Guidelines and ethics legislations of the Jamaica
- Preparing the Terms of Reference and advertisements for contracting goods and services
- Evaluating technical proposals submitted by consultants/contractors
- Monitoring consultants’ work and deadlines during the period of engagement
- Evaluating consultants’ deliverables and performance upon completion of contracts
- Preparing payment requests
- Providing periodic reports and briefs to the Director of Project
- Organizing seminars, Project Information Meetings, ‘Kick Off’ meetings and other meetings to sensitize clients to various aspects of the project cycle as well as ensure efficient and effective project communication and leadership
- Keeping abreast of legislative changes, Government policies and guidelines, macro-economic indicators and trends occurring in all sectors, etc. that would impact on the proper and efficient performance of the organization and the projects.
- Ensure the Tourism Enhancement Fund brand is appropriately acknowledged and opportunities for promotion of the brand is highlighted
Technical/Professional Responsibilities
- Undertaking all project monitoring activities assigned to ensure that objectives are achieved according to agreed work plans and standards and taking/recommending corrective action where necessary
- Undertaking screening and evaluation of all project proposals and business plans received to facilitate Board consideration and approval in line with the stated priorities and selection criteria
- Conducting financial and economic analyses of projects to determine viability and developmental impact
- Prepare Appraisal report for joint review with the Director, Projects
- Utilizing appropriate software to facilitate coordination, efficient work flow, tracking of project costs and generation of reports
- Undertaking project monitoring activities to ensure that project resources are efficiently utilized and projects objectives are achieved
- Participating in discussions and negotiations with investors and external financial institutions which are associated with the financing of the projects
- Recommend and monitor the disbursement of project funds as approved by the Board
- Verifying relevant information supporting disbursement requests, reviewing and recommending disbursement
- Preparing disbursement requisition forms and liaising with the Finance Department
- Ensuring that projects are implemented within the budget provided and due process is followed if additional resources are required
- Maintaining a master record of all project proposals received in the TEF
- Assisting in the preparation of Commitment Letters, Terms of Reference, Memorandum of Understanding, Contracts, submissions to the National Contracts Commission (and other levels as per the Procurement Guidelines of the Government of Jamaica) and other documentation that from time to time may be determined
- Administer TEF’s contracts and oversee the administration of those executed by implementing agents pursuing projects funded by TEF
Other Responsibilities
- Documenting principles, practices and experiences gained from each project and ensure appropriate management and storage of such information for the benefit of future projects
- Performing any other duties as may from time to time be determined as relevant to the work of the Department, or that may be reasonably assigned
AUTHORITIES ON THE JOB
- To recommend projects for funding to the Director of Projects based on reasoned justification
- To recommend payment based on value for money or duly executed contract
- To recommend changes to the scope, budget and other variable of the project
SPECIAL REQUIREMENTS/WORKING CONDITIONS
- High degree of interaction with a wide cross section of personalities including the political directorate, public officers, contractors, regulators, interest groups, etc.
- The strong likelihood of long and extended hours of work to meet project commitments and expectations of internal and external stakeholders
- The possibility of island-wide travel and overnighting

EDUCATIONAL REQUIREMENTS AND EXPERIENCE
- Bachelor’s Degree in Construction management, Quantity Surveying Urban, Regional Planning or other equivalent professional qualification
- Specialized training in Project writing, appraisal, monitoring, evaluation and general project management
- Minimum of four (4) years’ experience in project/programme management or a construction management position.
