The Project Development Officer develops documents for project conceptualization, funding and implementation activities to include: writing project proposals; undertaking feasibility assessments, preparing funding applications; and coordinating the engagement of resources for funding applications.

Key Responsibilities include:

  • Prepare project proposals, concept notes and funding applications to local, regional an international donor institutions;
  • Organize and facilitate consultations with stakeholders leading to project conceptualization  and proposal development;
  • Prepare summary presentations on proposals from meetings and workshops with donors and/or other organizations/agencies involved in proposal development, when applicable, to include social, technical, environmental and financial inputs;
  • Maintain a database of, and monitoring matrix for all project proposals and grant applications submitted to donors, concept notes and other pertinent documentation;
  • Prepare Prefeasibility and Feasibility Level Assessments of Projects;
  • Maintain a database  with current donor information including contact information, grant guidelines and priority areas/ themes for funding;
  • Monitor the submission of project/programme reports and other requirements as specified for loan/grant agreements/ contracts;
  • Maintain relationships with key stakeholders, including prospective donors and proposed beneficiaries, as well as prospective and existing clients, keeping abreast of the market trends and identifying revenue initiatives;
  • Keep key stakeholders abreast on deadline and required details for submission of technical and financial reports and other donor requirements;
  • Prepare required briefs  and maintain  relevant datasets on funded projects including photographs, videos for purposes of keeping the donors and other stakeholders updated on project progress;
  • Prepare inputs for Project Unit and NIC Strategic Business Plans;
  • Keeps abreast with emerging trends and opportunities for proposal development especially those targeted to international sources.

Minimum Qualification and Experience:

  • Post Graduate Degree in Agriculture, Agricultural Economics, National Resources Management, Business Administration or an equivalent certification in a relevant field of study;
  • A minimum of five (5) years’ working experience which includes at least two (2) years involved with project proposal preparation, planning and development;
  • Demonstrated experience interacting with regional and international donor agencies will be an asset;
  • Excellent writing and verbal communication skills;
  • Sound analytical and problem-solving skills;
  • Excellent time management and organizing skills;
  • Excellent Interpersonal skills.
