The Universal Service Fund invites applications to fill the Fixed-Term position of Project Accountant.

The Project Accountant is expected to monitor financial market conditions to advise on financial institutions competitiveness for the investment of the Universal Service Obligation (USO) levy, analyze expenditures, and coordinate and facilitate audit processes.

CORE RESPONSIBILITIES: -

  • Budgeting and monitoring of administrative and projects expenditure, reviewing of project cash flow forecasts for the timely and efficient execution of projects island-wide consistent with the mandate of the Universal Service Fund, and efficient project expenditure system to track and report on disbursements and variances.
  • Providing relevant input in the organization’s Corporate/Strategic Plan, Annual Reports, Quarterly Performance Reports, Monthly Board Reports, and any financial, analytical or other reports required from time to time.
  • Creating and updating relevant inhouse accounting policies and procedures corresponding with the current changes in financial reporting standards; and adhere to all statutes governing the organization; to include applicable GOJ policies and guidelines.
  • Monitoring of accounts receivables to ensure reduction or elimination.
  • Analyzing monthly telephone traffic reports received from telecommunications providers, to reconcile USO levy payments with reported traffic terminated for the period.
  • Reconciliating of organizations local and foreign exchange savings/deposit/investment/credit card as well as fuel (advance card) accounts.
  • Maintaining monthly audit schedules of general ledger accounts and ensuring errors/omissions are identified and corrected in a timely manner.
  • Ensuring all wired/online and direct deposits to staff and customers accounts are completed correctly and in a timely manner.
  • Overseeing the management and maintenance of the organization’s fixed assets register.
  • Executing and facilitating payroll processes in a timely manner.
  • Preparing and remitting GCT, payroll and other statutory submissions.
  • Timely submission of requests and processing of purchase orders, payments, etc.

REQUIREMENTS:-

  • BSc. Accounting or equivalent with a minimum 5 years comprehensive accounting experience.
  • Sound knowledge of advanced and current accounting theories and practices.
  • Ability to prepare clear comprehensive financial analysis and reports.
  • Excellent communication and presentation skills.
  • Proficiency in the use of accounting package Sage 300 (ACCPAC), electronic spreadsheets, word processing, Microsoft PowerPoint and database applications.
  • Knowledge of the Government of Jamaica Accounting policies and guidelines.
  • Ability to effectively prioritize and execute tasks within a high-pressure environment.

The Universal Service Fund (USF) is a statutory body with a mandate for discharging the government’s responsibilities for universal ICT services under the Telecommunications Act. The USF has the responsibility to collect and manage the Universal Service Obligation Levy imposed on incoming international telephony calls.
