Programme Officer: Monitoring & Evaluation
The Government of Jamaica, through the PIOJ, seeks to fill the position of Programme Officer: Monitoring & Evaluation, within the Poverty Reduction Coordinating Unit PRCU, PIOJ. The PRCU coordinates the implementation, monitoring, and evaluation of the National Poverty Reduction Programme (NPRP). The NPRP addresses interventions for poverty reduction through medium-term programme frameworks aligned with the National Policy on Poverty (2017), the Jamaica Social Protection Strategy, and Vision 2030 Jamaica – National Development Plan.
Responsibilities
- Play the lead role in organizing and managing the process of implementation of the Monitoring and Evaluation (M&E) Framework for NPRP, and leading the development and maintenance of monitoring and evaluation systems and databases for tracking and reporting the results under the NPRP.
- Liaise with pertinent Ministries, Departments and Agencies, as well as non-state entities to strengthen alignment of corporate and operational plans and M&E systems with the strategic priorities and commitments under the NPRP in line with Vision 2030 Jamaica and the Sustainable Development Goals (SDGs).
- Support the process of budget definition and mobilization of funding resources through analysis and provision of recommendations to key stakeholders.
- Establish a system of accountability for monitoring and evaluation of poverty initiatives.
- Support the provision of policy and technical advice to the Cabinet, Parliament, and other stakeholders in Government and non-government sectors.
- Prepare relevant reports, data and information for internal and external clients, in accordance with processes within the PIOJ.
Qualification/ Experience/ Attributes/Skills
- Master’s degree in the Social Sciences with at least five (5) years’ experience in the Public Sector
- An understanding of social policy and broader public policy issues and of their juxtaposition with sustainable development in the context of Vision 2030 Jamaica and the SDGs will be critical.
- At least five (5) years’ experience in M&E, budget development and analysis
- Excellent oral and written communication skills
- Exposure to research methodologies
- Excellent public speaking and presentation skills
- Ability to work with persons at various organizational levels
