Under the direction of his/her Manager, the Project Engineer is responsible for assisting the Manager in executing projects in accordance with the planned schedule and defined project scope or in estimating, engineering or operating functions.

JOB SUMMARY

Under the direction of his/her Manager, the Project Engineer is responsible for assisting the Manager in executing projects in accordance with the planned schedule and defined project scope or in estimating, engineering or operating functions in order to achieve the organizations’ stated goals and objectives.  He/she must interact effectively with customer representatives and sub-contractors, troubleshoot technical and engineering problems as well as assist in developing and implementing practical solutions in accordance with Client requirements, Standard Operating Procedures (SOPs), safety and quality standards, codes and specifications.

KEY DUTIES AND RESPONSIBILITIES  

  1. As required, review tender documents in collaboration with the Estimating Department, understand and analyze contract requirements/scope definition and prepare engineering/project work plans and budgets; develop schedules; and generate cost estimates and adjustments.
  2. Conduct site visits/walk downs as required and assist/participate in the review of Client documentation for compliance with specifications.
  3. As required, assist the Project Manager in reviewing project and maintenance contracts after award and identify risks and contingency plans to mitigate these risks.
  4. Assist the Project Manager in developing the Project Execution Plan, technical work procedures and method statements for projects.
  5. Coordinate and participate in kick-off and progress meetings ensuring that minutes of these meetings are documented and action items resulting are communicated to relevant personnel.
  6. As required, function in the capacity of the main technical advisor on project site(s) for sub-contractors and craft personnel; as well as act as direct liaison between home office and the site.
  7. Coordinate as required technical issues and project interfaces to ensure effective and efficient operation and control.
  8. Coordinate the preparation of project schedule, cash flow projection and project ‘S’ curve throughout the life of the project and prepare updates with comparison with actual versus projected with schedule updates and analysis.
  9. Liaise with Client representatives, as needed, on project related matters.
  10. Track project costs ensuring that sub-contractors are in alignment with bid; provide daily cost reports.
  11. Track job/work in progress to determine project’s ‘earn value’ on a weekly basis and submit calculations to Accounts Receivables for invoicing throughout the life of the project to completion.
  12. Assist in trouble shooting and provide recommendations for solutions for technical problems encountered.

KEY COMPETENCIES / REQUIRED KNOWLEDGE

  • Strong command of MS Projects and/ or Primavera software.
  • Strong working knowledge of Microsoft Office Suite and databases.
  • Knowledgeable in the use and application of engineering codes, standards and regulations that govern the design and construction of storage tanks, pressure vessels, structural steelwork, piping system and foundation.
  • Sound knowledge in key construction codes and standards (API STD 650 / API STD 653; ACI 318; ASME B31.3; B31.4 and B31.8).
  • Basic knowledge on the use of ASME Section II (Materials) and on the ASTM set of standards for testing of materials.
  • Ability to review tender documents/various scope definitions, identify any risks/obstacles/contingency plans to mitigate risks and convert into cost/value.
  • Familiarity with the design of weldments to the applicable codes by understanding Welding Performance (WPS) and Procedure Qualification Record (PQR) and its parameter.
  • Ability to read and interpret drawings, develop isometrics for all areas (structural, piping, tank, painting, rigging and surveying); quantify materials and quantities.
  • Knowledge and understanding of the Invitation to Bid Process (ITB), selection and management of sub-contractors; definition of deliverables for sub-contractors.
  • Knowledge and understanding of the financial impact of Change Orders/Deviations to contracts, tracking invoices and managing uncommon financial terms of contracts. 
  • Ability to understand clauses of the contract and how they apply to the job, the process and codes.
  • Ability to conduct scope verification upon project completion.
  • Knowledge and understanding of the activities required for project close out for successful project completion.

QUALIFICATION & EXPERIENCE

  • B.Sc. Engineering (Mechanical, Industrial, Civil, Integrated).
  • Professional Certification in Project Management.
  • Demonstrated competence and/or competencies normally acquired over a minimum of ten (10) years experience in the oil and gas/construction industry or fifteen (15) years relevant experience as a Senior Technician in oil and gas/construction industry.
