PROJECT DEVELOPMENT OFFICER

                                                                                                       

Applications are invited from suitably qualified Caribbean nationals[1] for appointment to the post of Project Development Officer, Caribbean Meteorological Organization (CMO) Headquarters, located in Trinidad and Tobago.  The CMO is a functionally autonomous specialized agency within the Caribbean Community (CARICOM) serving sixteen (16) English-speaking Member States[2] in the fields of Meteorology, Operational Hydrology and Allied Sciences. 

 

DUTIES AND RESPONSIBILITIES 

Under the overall supervision of the Coordinating Director of the CMO and subject to overall policy directives, the Project Development Officer reports directly to the Science and Technology Officer and works in close collaboration with other CMO staff and partner institutions in the provision of support for various projects.

Specifically, the duties of the Project Development Officer post are the following:

  1. Assist in the planning, development, implementation and evaluation of projects relating to weather, climate, water and related fields for the benefit of the CMO Member States;
  2. Assist in day-to-day project operations in collaboration with funding agencies and project partners, including the preparation and review of project implementation reports and other related documents;
  3. Be responsible for the management of project correspondence and reports;
  4. Monitor the execution of project contracts and propose contract amendments where necessary;
  1. Participate in steering committees of projects under preparation or implementation;
  1. Assist in information sharing and coordination of activities amongst beneficiary country and partner institutions;
  2. Design and develop various communication and visibility material, including brochures, project profiles, advertisements, and posters, as required;
  3. Provide regular updates, review and revision of the CMO Website and its Internet and Intranet system;
  4. Be responsible for updating the CMO Headquarters technical library, including related electronic access and catalogues;
  5. Keep abreast of developments within the World Meteorological Organization (WMO), the International Civil Aviation Organization (ICAO) and other related specialized agencies within and outside of the Caribbean;
  6. Provide technical backstopping to the National Meteorological and Hydrological Services of CMO Member countries, to the Caribbean Institute for Meteorology and Hydrology (CIMH) and, if required, to relevant projects being undertaken by partners;
  7. Assist in the preparation of working documents to be submitted to CMO-related meetings on issues emanating from project activities, assist in the conduct of the sessions and in the preparation of reports of sessions;
  8. Draft relevant CMO correspondence and publication;
  9. Undertake other duties as required.
MINIMUM REQUIREMENTS

Qualifications and Training

 

University degree in management, or a science degree with appropriate certification or specialized training in project management

 

Experience

 

  • Minimum of five years of work experience in a project management capacity;
  • Knowledge of technology applicable for project management and web development is required; 
  • Experience working with international development organizations, in project design, implementation, monitoring, and evaluation is desirable;
  • Knowledge of meteorology, hydrology, climatology or related environmental fields would be an advantage.

 

Skills and Abilities

  • Broad-based financial, management information and data management skills and the intellectual ability to be able to identify wide-ranging key programs, budgetary and operational issues and propose workable responses to those issues;
  • Maturity of judgement, initiative and originality of ideas;
  • Ability to express ideas clearly in oral and written reports, documents and correspondence; 
  • Ability to perform duties requiring technical and scientific software and the Internet;
  • Ability to meet deadlines and prioritise multiple tasks;
  • Good interpersonal and communications skills.
