PROGRAMME DIRECTOR: POVERTY REDUCTION COORDINATING UNIT

The Government of Jamaica, through the Planning Institute of Jamaica (PIOJ), seeks to fill the position of Programme Director within the Poverty Reduction Coordinating Unit (PRCU). The PRCU coordinates the implementation, monitoring, and evaluation of the National Poverty Reduction Programme (NPRP), which addresses interventions for poverty reduction through medium-term programme parameters aligned with the National Policy on Poverty (2017), the Jamaica Social Protection Strategy, and Vision 2030 Jamaica –National Development Plan. The incumbent will be responsible for coordinating the NPRP, while liaising with key internal and external stakeholders.

 

Key Responsibilities

  1. Perform managerial functions in respect of the PRCU, including accountability management and oversight of the Unit’s work and resources allocated to it, including pertinent fiduciary duties.
  2. Provide technical input into the determination of specific strategies to support economic, social, environmental and other pertinent dynamics of poverty reduction.
  3. Lead the process of convening the multi-agency institutional arrangements that facilitate the coordination, monitoring and evaluation of the NPRP, and facilitate opportunities for building and strengthening collaboration, partnerships and capacity under the Programme.
  4. Lead in the development and management of work plans, medium-term programme priorities and other pertinent activities of the PRU.
  5. Liaise with Government and non-government partners for harmonisation of the core Programme, and the validation of other credible initiatives supporting the overall goals of poverty reduction.
  6. Provide technical input and representation related to the NPRP, poverty reduction and the work of the PRCU in local, regional and international fora, as required.

 

Qualification/ Experience/ Attributes/Skills

  • Post-graduate qualification in Sociology, Development Studies, Economics, Public Policy, Governance or related field, with a minimum of five years’ work experience in social policy research or practice.
  • Experience in project management, specifically in the public sector, coordination, partnership building and training in quantitative and qualitative data analysis techniques.
  • Experience in strategic management and results-oriented approaches.
  • Proficiency in the use of SPSS, STATA, Microsoft Projects and other related tools.
  • Knowledge and appreciation of public policy and social policy issues and of their juxtaposition with sustainable development within the context of Vision 2030 Jamaica and the SDGs.
  • Excellent interpersonal and strong communication skills including written, presentation and public speaking.
