DUTIES AND RESPONSIBILITIES: 

This is a team-leader and/or organizer type position expected to take initiative and provide the seasoned execution of a project and/or activities in the fulfillment of a departmental mission, and is assigned all or part of the following responsibilities: 

•    Review, validate and approve information in support of the department-specific activities and mission, development and strengthening of relations with Member States, key institutions and dialogue promotion, including but not limited to: coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, drafting and reviewing reports; and networking activities. 
•    Oversee the organization of meetings, planning and carrying out analytical work, preparing project reports, conceptual pieces, papers, and publications for dissemination; as well as developing analytical and technical briefings, talking points, presentations, and other documents for review by the Director and/or Secretary, and their submission to political bodies, the Assistant Secretary General and the Secretary General.
•    Evaluate related trends and events affecting the political situation in the hemisphere, recommending actions, drafting talking points and speeches. 
•    Make proposals for and participate in the formulation and execution of the department-specific activities and mission, activities and initiatives for the organization of fact-finding, needs assessment, and advisory missions to countries and regions. 
•    Take a lead role in monitoring the execution and accounts of departmental projects and activities, processing and following-up on administrative and financial actions in liaison with the appropriate staff members, including but not limited to hiring human resources, purchasing equipment and supplies, travel, etc. 
•    Participate in various initiatives, and department-specific activities and mission, including drafting, reviewing, validating and editing - for consistency and language - correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications. 
•    As required, advise the departmental director, the Secretary, and member of the GS/OAS on progress, and gaps on the development and implementation of department-specific projects and activities.  
•    Oversee databases containing information on the department-specific activities and mission conducting analyses, and producing reports and summaries on a regular or ad hoc basis. 
•    Participate in the planning, fundraising, implementation and evaluation of programs, projects and activities at Headquarters and in the field, including participating in training seminars and other programs. 
•    Represent the OAS, Secretariat and Department at national and international meetings, presenting and defending technical and policy positions to Permanent Missions, Observer Missions and other official bodies, as well as promote the OAS mandate, priorities and achievements.
•    Perform other related duties as assigned, including replacing, and backstopping for others. 

QUALIFICATIONS:

EDUCATION & EXPERIENCE: 

Essential: First University Degree (Bachelor’s) in Political Science, Law, International Relations, Public Management, Information Technology, Social Sciences or related fields issued by a duly accredited institution and 7 years of experience in similar positions at the national and/or international level OR Advanced University Degree (Master’s) in one of the fields listed above issued by a duly accredited institution and 4 years of relevant experience OR Doctorate and 1 year of experience.

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work. Experience and knowledge of electoral issues in Latin America and the Caribbean, with emphasis in analysis of electoral reforms, analysis of the use of social media in electoral processes and political campaigns, electoral technology, e-voting, digital democracy, technology for Parliaments and the impact of artificial intelligence (AI) in democratic processes. Understanding and application of cloud computing resources, information security software and cybersecurity tools, strategies and standards in the field of electoral technology and electoral processes


COMPUTER SKILLS:

Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point) and software applicable to the area of work 

LANGUAGES:

•    Essential – Proficient in at least two of the official languages of the OAS, English, Spanish, French and Portuguese (read, write and communicate). 

•    Desirable – Working knowledge of other two OAS official languages.



PERSONAL COMPETENCIES: 

Demonstrated communication skills (verbal and written); tact, discretion and diplomacy; sound presentation skills; ability to develop concepts and present them in a clear and concise manner.

In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish.  No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.

Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65.

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.   

- Paid Annual Leave: 21 days from 1st year.  Increase to 30 days within 5 years.  

- Sick Leave and Parental Leave. 

- Health Insurance: OAS pays 2/3 of premium. 

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%. 

Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
