The Western Regional Health Authority (a Statutory Body under the Ministry of Health & Wellness) is currently seeking to employ an Operations Manager for the Savanna-La-Mar Public General Hospital.

 

OPERATIONS MANAGER (GMG/SEG 3)

Salary Scale: $5,198,035.00 - $6,990,779.00 per annum

 

Under the general supervision of the Chief Executive Officer, the Operations Manager is responsible for the overseeing the day to day functions of the Operations and Maintenance Unit. In collaboration with the Regional Operations and Maintenance Unit, the incumbent is also responsible for leading the implementation of policies, procedures and programs geared towards the operational efficiency.

 

CORE RESPONSIBILITIES:

  • Ensure the effective and efficient management of assigned departments through consistent communication, planning, directing and the development and implementation of standard operating procedures
  • Ensure that the Asset and Inventory system is managed in accordance with the GOJ Comprehensive Asset Management Policy for Public Bodies as well as the Regions internal policies and procedures
  • Ensure purchase requisitions are prepared and submitted to the Regional Procurement Unit for the renewal of contracts in accordance with the approved Procurement Plan and budgetary allocation
  • Ensure that the requisition for goods and services are submitted in a timely manner to avoid the disruption of service delivery
  • Ensure compliance with all contracts, servicing agreements, permits and certifications issued
  • Ensure that the Board of Survey Committee receives all the necessary information regarding assets recommended for Board of Survey and see to it that the items are promptly removed in accordance with established guidelines
  • Review the fuel reports and vehicle tracking system on a monthly basis to identify and address any anomalies
  • Ensure that the operations and management of the Transport Department are in keeping with the Comprehensive Motor Vehicle Policy for the Public Sector and other guidelines established by the Regional Unit
  • Assist with the development of the strategic and operational plan of the hospital
  • Continuously review the performance of the Hospital to ensure objectives are being met and remedial actions taken where necessary
  • Conduct investigations and submit reports on all injuries, accidents, and hazards that threaten or affect staff, patients, and visitors to ensure the hospital safety and security protocols are enforced
  • Ensure that the working environment is conducive to a high level of productivity and free of health and safety hazards
  • Prepare the annual budget addressing capital equipment, personnel institutes, supplies and other departmental costs
  • Prepare and submit written reports and work plans as requested by the Chief Executive Officer


 

SPECIFIC KNOWLEDGE/SKILLS REQUIRED:

  • Excellent written and verbal communication and presentation skills
  • Excellent leadership skills; with the ability to manage people of diverse skills
  • Excellent time management and organizing skills
  • Sound problem-solving, decision making and analytical skills
  • Working knowledge of business processes, operations management and financial management
  • Sound knowledge of the Comprehensive Motor Vehicle Policy for the Public Sector
  • Knowledge of the GOJ/Public Procurement policies and procedures
  • Working Knowledge of computer applications-especially Microsoft Word and Excel

 

QUALIFICATION & EXPERIENCE:

  • Bachelor’s Degree in Business Administration, Operation Management, Public Administration, Management Studies or equivalent related field
  • Minimum of three (3) years working experience in a similar capacity
  • Experience in project management, financial management and corporate governance would be an asset
  • Certification in Supervisory and Project Management would be an asset
