The Manager, Procurement is responsible for managing the Company’s procurement function, ensuring that approved purchases are cost-efficient and of high quality, in support of the achievement of organizational objectives and conducted in accordance with all pertinent requirements.

Duties and Responsibilities

  1. Ensures compliance with E-IDCOT’s procurement policies, and international best practice for the procurement of goods, works and services.
  2. Oversees the tender process, including prequalification of suppliers, contractors and consultants, as well as evaluation and selection of proponents, with submission of recommendations for approval to the Chief Executive Officer and Board of Directors, as appropriate.
  3. Serves as the Company’s Named Procurement Officer, responsible for overseeing the acquisition of goods, works and services made by the organization, preparing E-IDCOT’s Annual Procurement Plan for the approval of the Chief Executive Officer and generally serving as the liaison between the Company and the Office of the Procurement Regulation.
  4. Periodically visits projects and sites and meets with stakeholders to monitor progress, identify risks and proactively address any future issues that may arise.
  5. Supervises, coaches and mentors Senior Procurement Officers, Procurement Officers, Procurement Assistants, ensuring compliance with governance and quality requirements, to successfully deliver all key milestones and outcomes.
  6. Establishes and maintains stakeholder relationships through effective communication, negotiation and issues management to ensure project deliverables are met.
  7. Maintains vendor database of prequalified suppliers, contractors and consultants, ensuring that up-to-date appraisals and statutory clearance documents are maintained on file for each vendor.
  8. Reviews and provides recommendations for amendments to internal policies and procedures.
  9. Prepares written, oral, and graphic reports, photographic and other media presentations.
  10. Develops and manages the annual departmental budget, including personnel and capital improvements, controls and supervises by reviewing all departmental expenditures.
  11. Provides effective support and oversees direct reports consistent with the Company’s Performance Management System and HR policies.
  12. Complies fully with the Company’s policies and procedures and adheres to the Company’s Core Values and Code of Business Conduct by daily demonstration of associated behaviour.
  13. Performs any other duties as required by the job function.

Education and Job Experience

  1. BSc in Management, Supply Chain Management or Certification in CIPS or equivalent; and
  2. Minimum 10 years’ procurement and contract experience, with at least 5 years in a supervisory capacity; and
  3. Experience with FIDIC type contracts; and
  4. Experience in the management of a public procurement function.
  5. Demonstrated experience with public private partnership arrangements will be considered an asset.

 

Any other suitable combination of qualifications and experience may be considered.

 

Knowledge, Skills and Abilities

  1. Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
  2. Excellent leadership, communication (written, verbal and presentation) and interpersonal skills.
  3. Technically competent with various software programs, including but not limited to Microsoft Suite.
  4. Knowledge of all applicable laws, rules and regulations.
