JOB SUMMARY

The Manager, HSE TTIT will be required to lead / coordinate all Occupational Health Safety and Environmental (OSHE) related activities to ensure compliance with local OSHE laws/regulations, International Maritime Organization (IMO) and Safety of Life at Sea (SOLAS) standards. The incumbent will work closely with the Management Team such that the organization’s strategic OSHE objectives for the terminal and environs, quayside/harbour management, and the safety of passengers/seafaring employees are achieved.

KEY DUTIES AND RESPONSIBILITIES

  • Responsible for OSH compliance with all applicable laws and regulations;
  • Develop, implement and review OSH policies and procedures to ensure alignment with local/international  laws and regulations;
  • Responsible for the effective management of the staff of the OSH Department including the development of key performance indicators;
  • Lead and manage the preparation, compilation and maintenance of all mandated Environmental Management Authority (EMA) regulatory licenses and permits on behalf of TTIT;
  • Conduct and report on OSH related investigations or Risk Assessments in a timely manner;
  • Develop and manage the Port Authority’s/TTIT’s  hazardous material and IMDG register, policies and procedures;
  • Review, update, implement and monitor TTIT OSHE integrated safe systems of work and Management System, in compliance  with SOLAS and other regulatory requirements;
  • Lead OSHE strategic objectives and provide reports to the Chief Executive Officer (CEO) TTIT on implementation and policy audits as required;
  • Manage Mass Casualty Management Drills and Environmental Disaster Scenarios in keeping with regulatory requirements and operational procedures;
  • Work closely with the Port Police Department and other departments in the development of Emergency Evacuation Plans, hurricane and other disaster plans etc.;
  • Review and monitor TTIT’s OSHE management system's effectiveness and lead by taking appropriate corrective actions;
  • Conduct Gap Analysis in consultation with Management to determine the need for external  environmental consultants/specialists when required;
  • Develop and Manage OSHE policies and procedures by ensuring compliance with regulatory requirements/standards for the disposal of hazardous waste materials;
  • Serve as an expert technical resource to TTIT’s HSE Committee or any other official committee;
  • Manage and respond to inquiries from community groups, NGO’s, and state regulators regarding the use of hazardous materials at TTIT and any negative effects on the health and safety of the area's environment and eco system;
  • Manage inspections at TTIT’s facilities and vessels to ensure compliance with OSHE, SOLAS/IMO requirements, submit briefs/ reports on any non-compliance and all remedial action to be taken;
  • Develop and manage annual budgetary allocation for OSHE within TTIT;
  • Facilitate OSH related training as required;
  • Represent TTIT on all OSHE matters with external professional and regulatory groups such as, the Environmental Management Authority and Ministry of Public Utilities & the Environment etc; and
  • Perform any other related duties as assigned by the CEO TTIT.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Extensive knowledge of all OSH Laws and regulations
  • Excellent communication and interpersonal skills
  • Proven ability to conduct OSH investigations/risk assessments and write reports/briefs etc.
  • Ability to lead/manage a team of diverse technical/professional staff;
  • Effective decision maker
  • Pro-active approach
  • Working knowledge of SOLAS, OSHA, EMA IMO  and other regulations
  • Ability to investigate and analyze critical accident and incidents using scientific methods
  • Ability to present data and prepare high quality technical reports in a timely manner

MINIMUM ACADEMIC QUALIFICATIONS, TRAINING AND WORKING EXPERIENCE

  • Bachelor's Degree in OSHE or Environmental Management from an accredited academic institution
  • Master’s Degree in OSHE or Facilities Management will be a definite asset.
  • NEBOSH or Process Safety Management will be an asset.
  • Training in Hazardous material and IMDG Code.
  • Training and certification in Mass Casualty Management.
  • Evidence of completing OSHA Maritime Standards.
  • Evidence of training in radiation safety
  • Train the Trainer or IVQ in teaching, training and assessing learning.
  • Minimum of (8) years’ OSHE experience, five of which should be at a supervisory level
  • Any equivalent combination of qualifications, training and working experience will be considered.
