Applications are invited from suitably qualified persons to fill the position of Manager, Corporate Communications and Public Relations.

Basic Salary: $7,165,549.00 per annum

OBJECTIVES/SUMMARY OF POSITION

Under the general leadership and direction of the Executive Director, the Manager, Corporate Communications and Public Relations is responsible for establishing and managing the TEF’s integrated communications, marketing and public relations strategies and plans to ensure successful delivery of the organization’s strategic plans, and desired outcomes.

KEY RESPONSIBILITY AREAS

Management/Administrative Responsibilities

  • Manages the alignment of the Division’s corporate/operational plans and budget with the TEF’s strategic objectives and priority programmes;  
  • Participates in the effective coordination of mechanisms to align plans, programmes and projects of the TEF in order to ensure a cohesive and complimentary implementation of policy directives and programme initiatives; 
  • Participates in and coordinates the development of the strategic direction of the TEF; 
  • Prepares and submits performance and other reports relating to the achievement of targets for the TEF as required and ensures timely submission of all documents/information requested from the Division; 
  • Establishes and maintains quality customer service principles, standards and measurements for the Division;   
  • Develops Individual Work Plan based on strategic alignment with TEF’s Operational Plan; 
  • Establishes and maintains various Communications/Marketing and PR Committees that makes recommendations for the implementation of improved procedures and systems;  
  • Represents the TEF at meetings, conferences and other fora as needed. 

Technical/Professional Responsibilities

  • Develops and implements an integrated marketing, communications and PR strategies and plans as required to support the TEF’s Strategic Plan and initiatives; 
  • Works cooperatively with a range of internal and external professionals to develop and deliver simultaneous, integrated marketing communications campaigns promoting the Tourism Enhancement Fund;
  • Within a collaborative environment develops and implements strategic communications and marketing plans that utilizes all elements of the discipline including traditional advertising, digital and online marketing, social media, direct marketing, partner and relationship promotions;
  • Develops and coordinates content, design, production and placement of marketing, media, communications, and promotional collateral to meet the TEF’s strategic objectives and positioning;
  • Prepares effective creative briefs to support the design, photography and video requirements of the TEF and its campaigns and manage the delivery of brief requirements;
  • Manages the research and delivery of succinct, informative and accurate briefings, speeches, papers, correspondence and reports for the Board/Executive Director and Management Team;
  • Prepares campaign budgets, forecasts and reports to provide documentation on the campaigns affordability and effectiveness.
  • Monitors all communications and marketing briefs to ensure programme and project objectives are clearly identified, and target groups are outlined;
  • Undertakes research, analysis and prepares evaluation reports to assess return on investment of communications/marketing campaigns and inform future marketing and communication activities;
  • Leads the coordination and development of TEF’s annual reports;
  • Manages in the coordination of TEF’s official functions or events;
  • Manages the development and implementation of crisis communication strategies ensuring effective media management of sensitive and potentially adverse incidents;
  • Advises Executive Director and Management Team on remedies to handle contentious and reputational issues attracting media attention;
  • Keeps informed of developments in the communications and public relations fields to help the Tourism Enhancement Fund operate with initiative and innovation. 

Human Resources Responsibilities 

  • Provides leadership and guidance through effective planning, delegation, communication, training, mentoring and coaching; 
  • Evaluates and monitors the performance of staff in the Division and implements appropriate strategies; 
  • Coordinates the development of individual work plans and recommends performance targets for the staff assigned; 
  • Participates in the recruitment and training of staff of the TEF; 
  • Recommends succession initiatives, transfer, promotion and leave in accordance with established Human Resource Policies and Procedures; 
  • Identifies skills/competencies gaps and contributes to the development and succession planning for the Division to ensure adequate staff capacity; 
  • Monitors the performance of staff and facilitates the timely and accurate completion of the staff annual performance appraisals and other periodic reviews; 
  • Ensures the well - being of staff supervised; 
  • Effects disciplinary measures in keeping with established guidelines/practices. 

Other Responsibilities

Performs all other related duties and functions as may be required from time to time.

SPECIAL CONDITIONS ASSOCIATED WITH JOB / WORKING CONDITIONS

  • High degree of interaction with a wide cross section of personalities; 
  • The likelihood of long and extended hours of work to meet project commitments; 
  • The possibility of island-wide travel. 

Required Qualification and Experience

  • Master’s Degree in Media/Communication Studies, Mass Communication, Public Relations, Marketing or a related discipline; 
  • Five (5) years’ experience in a Media and communications environment, with at least two (2) years in management capacity; 

OR 

  • Bachelor’s Degree in Media/Communication Studies, Mass Communication, Public Relations, Marketing or a related discipline; 
  • Six (6) years’ experience in a Media and communications environment, with at least three (3) years in management capacity. 

REQUIRED COMPETENCIES

Core

  • Excellent knowledge of the media & communication landscape; 
  • Excellent knowledge of communication strategies and techniques; 
  • Excellent knowledge of developing media campaigns and public relations strategies including design, implementation and evaluation against measurable business targets; 
  • Ability to foster and maintain a good working relationship with the media; 
  • Thorough knowledge of strategic planning and evaluation techniques and budget management; 
  • Working knowledge of GOJ policy directed at the tourism and associated areas; 
  • Excellent presentation, written and oral communication skills; 
  • Excellent leadership and negotiating skills; 
  • Ability to prioritize amongst conflicting demands, solve business problems and make rational decisions based upon a sound understanding of the facts in limited time; 
  • Ability to exercise sound judgment and conviction of purpose in unfavourable or unpopular situations; 
  • Demonstrates sound personal and professional integrity, reflecting high ethical and moral values; 
  • Advanced IT skills in relation to Word & PowerPoint.
