SUPERVISION GIVEN TO: Public Relations & Education Officer, Graphic Designer, Digital Marketing Officer, Marketing & Public Relations Assistant
Reporting to the Chief Executive Officer/Registrar of Companies, the Manager, Communications and Public Relations serves as an instrument through which the Agency can build public trust and foster engagement by strategically aligning communications of COJ priorities. The Manager, Communications and Public Relations advances the formulation, execution, and optimization of a data-driven multi-channel communication plan; and reassesses communication protocols to refine strategies for maximum reach and impact.

WORKING CONDITIONS
Normal Working Hours Monday to Thursday 8:30 – 5:00
Friday 8:30 – 4:00
Work Environment Normal Office Conditions and Working Extended Hours. Travelling Required.

LIAISE WITH

- Partner with Directors and Managers to design a comprehensive communications blueprint, fortified by consistent analytics and KPI evaluations, across the COJ.
- Develop, implement, and monitor systems and procedures necessary for the smooth operation of the communications function.
- Collaboratively develop the COJ's Communications Plan, ensuring its congruence with the overarching Strategic Policy Statement including the Agency’s digital and social media strategy, campaigns, and content.
- Lead the inception, budgeting, and return on investment analysis of agency-wide campaigns.
- Conduct a thorough post-campaign evaluation (including qualitative feedback), proposing data-driven adjustments for future initiatives.
- Share successful campaigns and insights to catalyze dialogue within the COJ on potential areas of refinement.
- Innovate multi-channel strategies, with a particular focus on scaling COJ's digital presence across social platforms, video streaming services, and emerging technologies.
- Develop, or oversee the development of the Agency’s web content and design to ensure it is aligned with organizational branding and messages.
- Arrange to draft and review external messages including press releases, attributed quotes, event scripts, talking points, prepared remarks, social media posts, marketing collateral, website content, and other communications and marketing materials
- Oversees an annual budget for the COJ's media and advertising initiatives, identifying inventive avenues for impactful media placements.
- Establish, commission, and adapt reporting frameworks for COJ campaigns, using real-time data to make agile adjustments for maximum efficacy.
- Regularly evaluate and recommend improvements for all COJ communication channels, leveraging data and user experience insights.
- Forge strong alliances with department heads and external agency partners to harmonize messaging and align on campaign objectives and execution plans.
- Lead and mentor a high-performance team instilling a culture of relentless improvement and professional growth.
- Offer directional insights to cross-departmental units, shaping the course of agency communications and campaigns.
- Proactively pinpoint and commission studies to fuel data-backed strategic planning and content decision-making.
- Utilize sophisticated segmentation and personalization methodologies to improve targeting and engagement.
- Leverage cutting-edge behavioural insights to influence audience perception and actions.
- Collaborate to prioritize COJ's communications initiatives, aligned with the Strategic Policy Statement which may require consultation with the Permanent Secretary's Office.
- Secure consensus among internal and external stakeholders on the objectives and expected outcomes of COJ campaigns.
- Apply state-of-the-art behavioural science findings to sway public opinions and behaviours.
- Cultivate a supportive network across the parent Ministry, NGOs, businesses, and special interest groups.
- Guide the tactical implementation of the communications roadmap and agency initiatives.
- Support and lead appropriate initiatives in assessing and enhancing brand reputation domestically.
- Assess and recommend growth-driven strategies for both channel and digital landscapes.

QUALIFICATION & EXPERIENCE |
- Bachelor’s Degree in Communication, Marketing, or other related discipline.
- Master's Degree in Communication, Marketing, or Business Administration preferred
- At least 5 years’ experience in marketing & communications functions, with at least 3 years at the management level.
- Experience working within or for the government is desirable.
- Extensive experience managing relationships with vendors, partners, and sponsors.
- Experience in digital channel management and development.
- Experience working with senior leadership and technical teams (c-suite level).
- Experience managing multi-platform communications.
- Demonstrable experience leading and influencing teams for quality and timely performance
- delivery.
