Legal Counsel III

The incumbent is required to perform more complex professional legal work for the Gambling (Gaming and Betting) Commission.

The incumbent will be required to supervise lower legal professionals, represent the Commission in complex legal matters at court, instruct advocate Attorneys-at-law during court proceedings, provide advice and opinions to Ministries and other Government Agencies, draft, vet and certifying complex legal documents. Depending on assignment, the incumbent may be required to perform some or the full range of the duties of the position.

Key Responsibilities

• Researching and reviewing laws, evidence, and judgments.
• Preparing and presenting oral and written submissions in court.
• Prepares cases for trial by conducting research into the Law and advising on pre-trial matters.
• Prepares pleadings, applications and other legal documents for filing in court. 
• Conducts research and analysis on a range of legal issues relating to the Ministry’s/ Department’s operations and assists in the preparation of opinions, working papers and other legal documents.
• Prepares advice to Cabinet, Ministries/Departments/Statutory Authorities and other Government Organizations on a range of the more complex Civil Law matters/issues by researching the law and writing legal opinions.
• Interfaces with relevant governmental bodies and stakeholders.
• Plans and organizes sensitization sessions for the benefit of internal staff, public bodies and the general public.
• Represents the Commission at committee meetings at external fora as and when required.
• Supports the development and implementation of policies and guidelines to internal processes and the operations of the Commission.
