POSITION TITLE:

Land Coordinator

(Contract Position)

POSITION GRADE:

Grade 2 (a)

DEPARTMENT:

Estates

REPORTS TO (JOB TITLE):

The position reports to:

● Any other personnel as assigned by the Estate Manager

 

 

A. POSITION PURPOSE:

The Land Coordinator reports to the Estates Manager and supervises the Land Officer. The Land Coordinator shall be responsible for the day-to-day supervision of the Land section of the Estates Department e.g. establishing procedures and implementing same for the monitoring of Leased premises, collection of Lease Rents, tenant breaches, complaints, preparation of reports and files for lease preparation by EMBD’s Legal Department, liaising with EMBD’s Surveying or Security sections as is required.

 

B. MAJOR DUTIES & RESPONSIBILITIES:

  • Manages the maintenance of records of all lands under EMBD’s management.
  • Oversees the processing of applications for the leasing of former Caroni (1975) Ltd two-acre agricultural lands.
  • Monitors files/records related to applications received by the Department for lease and/or distribution of former Caroni lands.
  • Prepares reports on the progress of land leases and other land matters to the Estates Manager.
  • Reviews all documentation for the preparation of leases, consents and other legal documents. 
  • Reviews documents for preparation of applications for consents and transfers.
  • Conducts performance appraisal reviews for staff within the department to evaluate their progress, provide feedback on their work and identify areas for growth and development.
  • Monitors EMBD parcels for compliance with terms and conditions of lease use.
  • Monitors concerns and/or complaints received from EMBD’s tenants and carry out relevant investigations and submit reports to Manager.
  • Conducts site visits to monitor for breaches of lease agreement and occupational surveys.
  • Supervises and delegates related work duties to the Land Officer as outlined in the job description of the Land Officer.
  • Conducts research for updating information on changes in agricultural land use and provide the Estates Manager with relevant information for decision making.

D. QUALIFICATIONS, EXPERIENCE, BEHAVIOURAL AND TECHNICAL COMPETENCIES:                                                           

Qualifications: Minimum

  • Bachelor’s Degree or acceptable equivalent in Land Management, Law, Business Administration, Planning, Surveying, Geomatics or any other related field.
  • Training and/or professional qualifications in Land Administration or GIS.

Experience: Desired

  • Five (5) years’ experience in a similar position with experience in supervising and directing a junior staff.
  • Experience in Public Sector/State Enterprise Land Administration will be considered an asset.

Behavioural Competencies: Desired

  • Ability to interpret lease conditions, licenses and grants of former Caroni lands.
  • Effective oral and written communication skills.
  • Effective report writing skills.
  • Ability to establish and maintain effective relationships with coworkers, associates from public and private agencies and members of the public.

Technical Competencies: Desired

  • Expert knowledge of the principles, practices and techniques of land administration and land use planning.
  • Proficiency with the Microsoft Office Suite including Access.
  • Sound understanding of land survey techniques, terminology and how to interpret survey maps or plans.
  • Knowledge of GIS will be highly acceptable.
  • Knowledge of T&T Laws as they pertain to State Lands.
  • Familiarity with Caroni lands and management practices will be considered an asset.
