Junior IT Officer - P01
Duties and responsibilities:
The new Governance practice under the office of the Director of Information Technology Services (DOITS) is dedicated to establishing and maintaining robust IT governance frameworks and standards. This practice is essential in ensuring that IT initiatives align with the organization's strategic goals and regulatory requirements. Its objectives include comprehensive IT governance, effective change management, rigorous enterprise architecture, and robust service management. It also focuses on data protection and security frameworks to safeguard sensitive information, and the meticulous documentation of policies and Standard Operating Procedures (SOPs). By fostering collaboration across IT areas, such as development, infrastructure, and security, the Governance practice aims to create a cohesive and resilient IT environment that supports innovation and operational excellence.
We are seeking a junior Solutions Architect to join our Governance Practice within the Office of the CIO. The ideal candidate will have a technical background and have experience with cloud native development, deployment, and IT architecture. This position requires a dynamic professional who can help bridge the gap between business requirements and technical solutions.
Key Responsibilities:
1. Cloud Technologies:
· Support cloud solutions utilizing IaaS and PaaS models.
· Support the cloud infrastructure team, ensuring optimal performance, security, and scalability.
· Support core OAS platforms by performing technical analysis and development as needed, including X++ development.
· Support the data architecture team on critical applications such as the new ERP system, business intelligence, analytics, and reporting
2. Product Lifecycle:
· Support design thinking methodologies to develop user-centric solutions that address business challenges.
· Collaborate with SecDevOps practices to enhance software development and deployment processes.
· Support creation of CI/CD pipelines to ensure efficient and reliable delivery of software.
· Support the project backlog of bugs and enhancements, including configuration and development activities.
3. Business and Technical Alignment:
· Collaborate with business users to understand their requirements and translate them into technical specifications.
· Support the creation of comprehensive technical documentation, including standard operating procedures (SOPs) and system design documents.
4. Quality Assurance:
· Ensure the quality and reliability of developed solutions through rigorous testing and validation processes.
· Monitor and optimize system performance, troubleshooting issues as they arise.
· May have other related duties as assigned.
Qualifications:
Education & Experience:
Essential: First University Degree in Computer Science, Information Technology, Software Engineering or related field issued by a duly accredited institution AND 1 year of experience including internship(s) in similar positions at national and/or international level.
Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.
- Experience with modern programming languages (e.g.: Net, X++, Python, Java, C#, or JavaScript)
- Experience with solution definition and problem-solving skills.
- Familiarity with basic IT security management and governance frameworks
COMPUTER SKILLS:
Essential: Ability to effectively work using Microsoft Office (e.g., Word, Excel, PowerPoint, Outlook, and other applications and software applicable to the area of work, such as Visio, Access, Share Point).
· Proficiency in enterprise architecture tools such as TOGAF, ArchiMate, or similar frameworks.
· Proficiency in cloud platforms such as AWS, Azure, or Google Cloud, including designing, deploying, and managing cloud infrastructure.
· Proficiency in DevOps tools and CI/CD pipelines, including Jenkins, GitLab, or Azure DevOps.
· Experience with programming and scripting languages
· Experience with Agile development and IT service management practices
Languages:
Essential – Proficient in at least two of the four official languages of the OAS (English, Spanish, French and Portuguese), (read, write, and communicate). Language proficiency examination will be required.
Desirable – Working knowledge of other two OAS official languages.
Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.

No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.
Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65 years.

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.
