Initiate, plan, coordinate, implement and manage strategies to ensure the efficient, effective and economical use of the JNHT’s funds in the fulfilment of its corporate objectives ensuring a high standard of probity, propriety, regularity, transparency, accountability and value for money.

KEY RESPONSIBILITES & COMPETENCIES

 

  • Lead the development of the Financial Strategy, ensuring its alignment with the Corporate and Operational Plans and Business Strategy, periodically reviews to ensure consistency with strategies.
  • Lead the quarterly evaluation of the JNHT’s performance in achieving its objectives in accordance with the Corporate and Operation Plan.
  • Lead the JNHT’s Strategic Planning process – prepares and monitors the organization operation/corporate plans and budget ensuring the functions of the organization is executed according to plan and agreed targets achieved.
  • Lead the development of the JNHT’s annual Operational Strategic plan and budget, conducts periodic cost and productivity analysis and initiates and/or makes recommendations for changes where necessary to achieve established goals/ targets.
  •  Direct the timely recording of financial data and the monthly preparation of financial statements as required by the GOJ while making sound decisions and plans to meet legal and regulatory requirements.
  •  Manage the proper implementation of recommendations of the Auditor General, Contractor General, the Public Administration and Appropriations Committee and the Public Accounts Committee on matters pertaining to an effective budgeting, accounting and reporting systems.
  • Establish outcome/performance indicators to facilitate strategic planning and guidance in the preparation of department/ divisional operational plans.
  • Participate in the development and evaluation of the JNHT’s strategic objectives by embedding a culture of innovation, excellence and accountability that delivers consistent outstanding results.
  • Serve as the strategic partner on financial topics to management team and provide support, guidance and advice to the team as required.
  • Conduct regularly scheduled meetings with the Division’s staff to exchange information and provide ongoing support and problem resolution.
  • Keep abreast of current and emerging financial trends and best practice; being in touch with global market and regulatory developments and utilize them for continuous improvement of the JNHT’s performance. 
  • Direct the preparation and maintenance of such reports as are necessary to carry out functions of the department.  Prepare periodic reports to the management team as required. 
  • Monitor the JNHT’s corporate plan, operational plan and budget ensuring the functions of the organization are executed according to plan and agreed targets achieved.
  • Track performance trends and supervise budgets and cash flows to ensure they are prepared in line with the JNHT’s Corporate Plan, policy priorities and resources availability.
  • Manage the organization’s financial resources to achieve established objectives, by ensuring the provision of financial information and analysis with appropriate recommendations and developing, implementing and maintaining financial and accounting systems and procedures.
  • Ensure that company financial practices, records and accountability standards satisfy all reporting, regulatory and compliance requirements.
  • Represent the JNHT at meetings, conferences and other functions as directed.
  • Excellent written, oral and presentation skills.
  • Excellent knowledge in operation computerized accounting systems.
  • Strong analytical skills and the ability to think strategically and critically
  • Excellent knowledge of forecasting, planning and budgeting.
  • The ability to prioritize among conflicting demands, solve business problems and make rational decisions.
  • High level of initiative, professionalism, good work ethics, strong leadership and management skills
  • Ability to work under pressure and handle challenging situations
  • Superior organizational, customer service, human relation and interpersonal skills.
  • Must be an effective team leader and team player that has the ability to build a successful team, delegate responsibilities, develop employees’ talents and motivate staff.

 QUALIFICATION AND EXPERIENCE

 

  • A Post Graduate Degree in Management Studies, Finance, Public Administration or equivalent from a recognized tertiary institution.
  • An A.C.C.A or C.P.A. designation from a recognized institution.
  • Minimum five (5) years work experience in managMement four (4) of which must be at a senior level.
  • Knowledge or Experience in Human Resource Management would be an asset
