Applications are invited for the Fixed-Term position of Director, Public Procurement.

The Director, Public Procurement is responsible for managing, coordinating, and executing all the procurement activities for works, goods, and services to support the Organization's operations and to ensure transparency, objectivity, integrity, economy and efficiency in keeping with the relevant policies, legislation, regulation, and guidelines.  

Principal Responsibilities

  • Provide advice on Procurement policies and procedures.
  • Lead the development of the Operational Plan and work programme for the Procurement Unit.
  • Act as eProcurement Co-ordinator and Lead Evaluator.
  • Coordinate and conduct procurement compliance reviews.
  • Coordinate and conduct organization procurement training seminars/workshops.
  • Coordinate public procurement reports.
  • Prepare/review Procurement Policies and Procedures.
  • Act as purchasing agent on behalf of the Organization.
  • Prepare and administer the Organization's Annual Procurement Plan.
  • Monitor the organization’s procurement activities to ensure conformity to the Procurement Plan.
  • Evaluate the performance of the procurement process along with Heads of Department and Procurement Committee Members.
  • Oversee the contract award process.
  • Oversee the tender process.
  • Chair Tender Opening exercises.
  • Manage, monitor, and control the procurement of goods and services and ensures that the objectives and basic principles of procurements guideline and procedures and complied with.
  • Procure goods and services on a competitive basis without compromising quality and ensures proper storage.
  • Monitor the issuance of purchase orders and follow up for receipt/delivery of goods and/or services.
  • Prepare Budget for the Procurement Unit.
  • Certify all invoices, payment orders, and commitment vouchers.
  • Liaise with Custom Brokers to ensure that imported goods are cleared from wharves and airports in time and in accordance with established Regulations.
  • Monitor order and re-order levels in order to minimize the incidence of extravagance and waste.

 Required Specialized Knowledge, Skills & Training

  • Sound knowledge of the Government’s Public Procurement Act, 2015 and Regulations
  • Sound knowledge of Supplies Management
  • Knowledge of Project Management
  • Sound knowledge of Financial Administration and Audit (FAA) Act and associated regulatory Acts.
  • Sound knowledge of Budget Preparation
  • Sound knowledge of Contract Management
  • Sound knowledge of Tender Management
  • Proficiency in the relevant computer application software

Minimum Academic Qualifications and Experience

  • B.Sc. in Business Administration, Management Studies, Public Administration, Public Sector Management, Economics, Accounts, or any related field;
  • Certificate in Public Procurement: UNDP/CIPS Level 3 or INPRI Level 4 ;
  • Four (4) years experience in procurement of goods, services, and works at the management level.

Ownership of a reliable motor vehicle approved for corporate business is required.
