This position is responsible for negotiating easements and crop damages for JPSCo's Transmission & Distribution facilities and to prepare and maintain easement and other records of such transactions on file for future references.

POSITION SUMMARY:

This position is responsible for negotiating easements and crop damages for JPSCo's Transmission & Distribution facilities and to prepare and maintain easement and other records of such transactions on file for future references. The incumbent is also responsible for identifying lands for company use and making the necessary preparations for purchase or lease as well as the supervision of the easement division

EDUCATION & SPECIALIZED TECHNIQUES

The ideal candidate should possess: 

  1. Tertiary Diploma in Land Economy and Valuation Surveying or equivalent. 
  2. Certificate/Diploma in Paralegal Studies.
  3. Training in supervisory management
  4. Good communications, negotiation and human relations skills.
  5. Experience or exposure within a legal environment or practice would be an asset.

 EXPERIENCE AND LEARNED DISCIPLINE

The incumbent is expected to demonstrate the following competencies in order to successfully accomplish the requirements of the position:

  1. At least three (3) years’ experience in this or related job within JPSCo or comparable organization.
  2. Knowledge of Legal and Statutory requirements related to Easement Acquisition, Land Tenure and Government Cadastral Management Systems and Property and Land Valuation techniques.
  3. Knowledge of court proceedings and litigation rights as they relate to property.
  4. Sound understanding of easement procedures.
  5. Skills in the reading and interpretation of survey drawing

ELEMENTS OF MAJOR DUTIES

  1. Maintains a log of the process taken to secure easements to completion, including originating department, property ID, lodging caveats, stamping and monies paid in settlement for easements.
  2. Manages an archive of all easements, crop damage, access road, and other property records for ready reference in the event of enquiry or legal hearings.
  3. Maintains a computer database of easements to support the JPSCo's AM/FM system and proper accounts of all easement settlements paid.
  4. Where necessary give evidence on behalf of the Company and attend the Courts throughout the island of Jamaica as necessary.
  5. Prepares and submit weekly and monthly activity schedules and reports in an agreed format.
  6. Arranges for the valuation of properties by external valuators.
  7. Negotiates the procurement of easements.
  8. Identify lands for company use, negotiates sale price and prepares documentation for purchase.
  9. Plans, organizes and directs all operations and activities in the Easement Procurement section.
  10. Where applicable and with permission Signs contracts and correspondence on behalf of the Company.
  11. Such other duties as assigned from  time to time.
