The Government of Montserrat is inviting applications from suitably qualified persons for the post of Tax Administration Reform Specialist and Advisor within the Inland Revenue Division of the MCRS

JOB PURPOSE

The proposed assignment for the post of Tax Administration Reform Specialist and Advisor within the  Inland Revenue Division of the MCRS would encompass involvement in the following:

  • Ongoing work with regional and international consultants to continue the review of all legislation relating to taxes administered by the Inland Revenue Division of the MCRS. The updated legislation will among other things serve to allow eliminate known gaps that can be used to delay payments and in turn cause undesired increase in Tax Arears. In addition, legislative amendment will also serve to introduce computerized administration which will in turn, 
    • Improve record keeping by allowing for creation and storage of electronic files
    • Timely generation of tax data
    • Allow for electronic submissions 
  • Some of the legislations that are to be reviewed include those that deal will the administration and collections of:
    • Income, Corporation Tax and Withholding Tax
    • Property Tax
    • Bank Interest Levy
    • Hotel Occupancy Tax
    • Insurance Levy

 

QUALIFICATIONS, SKILLS AND EXPERIENCE  

 The applicant should possess:-

  • At least ten (10) years’ experience at management level of one, or more, of the following: tax administration, collection and enforcement
  • Proven ability to advise on taxation policy and administration
  • Strong interpersonal skills developed in a political environment, including team-working, communicating and negotiating skills.
  • Experience and expertise in the training and or mentoring of tax officials. 

 

 SCOPE OF WORK 

The applicant should possess:-

  • To advise to the Government through the Comptroller and the Financial Secretary on ongoing tax legislative reforms.
  • Update and or develop all related Tax Administration Operations procedure manuals 
  • Update and or develop all related Tax Administration Operations Training Manuals 
  • Advise on further Tax administration computer programmes that can be developed or acquired to enhance the administration and collections of related taxes
  • Assist with the development of departmental strategies and operational plans and assist with preparing Government of Montserrat tax revenue estimates. 
  • To provide new insights for improvements in assessment, collections and enforcement, including the control of arrears. 
  • To advise the Comptroller on developing departmental capacity including succession planning.
  • To provide such training and mentoring as would enhance staff capabilities when addressing tax related issues. 
  • To be responsible for an allocated amount of ‘case work’. 

 

DURATION 

 Two (2) Years in the first instance

 

REMUNERATION

The total remuneration package for the post of Tax Advisor is between EC$180,000 and EC$200,000.00 (taxable) per annum dependent on experience.  

In addition, a transport allowance for the maintenance of a vehicle will be paid at the rate of EC$9,600.00 per annum

Successful applicant will be allowed to ship to Montserrat up to a 20ft container to transport your personal belonging and vehicle to the Montserrat if so desired at Government of Montserrat expense.
