The Procurement Officer is responsible for executing the public body’s total procurement and disposal of public property efforts, in a manner designed to achieve the objectives of the Public Procurement and Disposal of Public Property Act 2015, as amended.

  1. Compiles the Annual Procurement Plan for the forthcoming year for the Accounting Officer’s approval and onward transmission to the Office of Procurement Regulation (OPR);
  2. Coordinates the procurement function in accordance with the Approved Annual Procurement Plan;
  3. Coordinates the disposal of surplus or unserviceable items and maintains appropriate records;
  4. Analyses annual expenditure and makes recommendations on spending categories for goods, works and services;
  5. Assesses procurement risks and recommends necessary adjustments to spend categories;
  6. Sources and evaluates quotations in order to select the best supplier as per the Council’s procurement policy;
  7. Contributes to the framing of the annual budget estimates;
  8. Develops the annual schedule of all planned procurement activities;
  9. Advises on how the management of the procurement portfolio can be optimised including objectives, strategies, organisation, policies and procedures and capabilities that are applied;
  10. Develops and maintains an efficient filing system that ensures that procurement, disposal and contract management records are maintained and are readily available to Internal Audit and to the OPR;
  11. Develops standard procurement documents in accordance with the Public Procurement and Disposal of Property Act 2015;
  12. Compiles the annual procurement performance report for consideration by the Accounting Officer and onward transmittal to the OPR at the end of the Financial Year;
  13. Ensures that procurement monitoring and management systems efficiently record information required for reporting to the OPR;
  14. Receives and collates feedback on the operational utility of the approved Handbook and/or special guidelines and recommends improvements to the Accounting Officer;
  15. Makes recommendations to refine internal policies and procedures to improve integrity, efficiency and effectiveness, in consultation with stakeholders and staff;
  16. Obtains and evaluates regular feedback from stakeholders, clients and staff, and analyses data derived from procurement monitoring systems to improve management of the function;
  17. Coordinates the receipt of bids, bid opening and evaluation processes;
  18. Collates data on contract delivery and associated progress payments for the purpose of reporting to the OPR;
  19. Assists in the preparation of Notes for Cabinet, circulars, memoranda, manuals and other documents related to procurement and disposal matters;
  20. Provides advice and guidance on matters regarding the application of procurement and disposal legislation, policies, procedures, rules and regulations; and
  21. Performs all other related duties as required
