Position Purpose:
The Chief Executive Officer is responsible for implementing the strategic objectives established by the Board of Directors. The Chief Executive Officer establishes intermediate goals consistent with the ultimate objectives and assumes responsibility for the employees in the organisation. The Chief Executive Officer further communicates the objectives and the goals to the officers of EMBD.
The Chief Executive Officer is accountable to the Board through the Chairman for the achievement of the Company’s declared purposes, policies, performance targets and for the implementation of Board decisions.
Duties and Responsibilities:
- Ensures the formulation of the strategic plan of the organisation for approval by the Board.
- Plans, develops and implements the organization’s policies and goals.
- Plans, organizes, directs and administers the programmes of the organisation and manages its compliance with legal and regulatory requirements.
- Leads the management team in developing and achieving the company’s business plan.
- Establishes, directs and maintains systems for measuring all the necessary aspects of organisational management and development.
- Sets standards and reviews the performance of management personnel so that the goals of the organisation are achieved.
- Serves as an advisor to the Board of Directors and attends such meetings as may be required.
- Ensures the implementation of Board of Director and Cabinet decisions.
- Performs all statutory and regulatory functions when required in particular those required under the Public Procurement and Disposal of Public Property Act 2015 as amended.
- Provides regular progress reports to the Board of Directors.
- Approves operating expenditure within defined limits.
- Develops and maintains productive relationships with other related organizations.
- Liaises with local and regional entities to facilitate the achievement of organisational objectives.
- Performs other tasks and projects which are key to the sustainability of the departments and to the success of the company.

Minimum Qualifications and Experience:
- A first degree in the disciplines of Engineering or Management.
- A Post graduate degree in Business Management would be an asset.
- A minimum of ten (10) years progressive leadership and managerial experience.
- Experience as an executive or related management level in a similar organisation (State Enterprise) will be considered an asset.
- Any relevant combination of qualifications and experience shall be considered.
