Job Purpose
The COO in coordination with the CEO has the authority to provide leadership and direction for the operation of the Authority. This includes but is not limited to inspire a shared-vision and communicate that vision to the members of the Senior Leadership Team, exemplify leadership characteristics and means; see the future, strategize, empower others, delegate authority, encourage risk taking, establish flexible lines of authority, build on intrinsic motivation, build around values, strive to make change, focus on people and results.
The COO provides expertise by assisting in the formulation, development, and implementation of revenue generating strategies and policies. He/she assures the continued growth and success of the organization through strategically designing the organization to accomplish its strategic plan. The COO is also responsible for creating the strategic culture necessary for the organization to accomplish its strategic objectives.
Support the development, implementation, and maintenance of a framework for Jamaica Logistics Hub Initiative (JLHI) by leading the process of planning, organizing, and controlling the activities in order to minimize the effects of risk on the organization.
During the absence of the COO, the CEO shall temporarily assume oversight of the position’s duties. This assumption of duties, however, in no way relieves the COO of responsibility to achieve the objectives of this position. Similarly, during the absence of the CEO, the COO will assume duties as directed by the CEO.
Strategic Focus
To design and develop policies, strategies, and programs to support the Agency’s priorities.
To develop departments and formulate strategic procedures treating major and complex projects undertaken by the Authority.
To Develop a Strong and Capable Technical Services Organization.
Maintain relationships with internal and external partners and stakeholders.
To demonstrate leadership and commitment to the Quality Management Systems Policy by ensuring that objectives established are compatible with the context and strategic direction of the Authority.
Qualifications & Experience
Undergraduate Degree in Logistics, International Trade, or related areas and/or extensive experience in the field;
Post graduate Diploma/Degree in Business Administration or related discipline;
10 years minimum experience at an executive management level;
A minimum of 5 years general management experience across functions, but specifically strategic planning, market development, corporate governance, resource development and capacity building;
Executive experience in growing an organization through successful commercial ventures; and
Experience of working with international logistics agencies, or other reputed international development organizations will be a plus.
