We are seeking an experienced individual to join our team as the Manager, Commissions Secretariat.

Manager, Commissions Secretariat

Main Duties and Responsibilities:

  • Provide strategic and operational support relevant to the legislative and/or constitutional mandates of each of the Commissions.
  • Take overall responsibility for ensuring that Secretariat staff members provide adequate, high-quality and timely support to each of the Commissions in order for each Commission to fulfil their respective constitutional and/or legal mandates in an autonomous manner.
  • Supervise staff on an operational day-to-day basis assigning tasks, overseeing staff development, performance agreements/assessments, approving leave requests, and taking overall responsibility for recruitment efforts, training plans, and succession planning.
  • Facilitate all recruitment exercises for the post of Justices of the Court of Appeal, Judges of the Grand Court, Magistracies, Attorney General, Director of Public Prosecutions.
  • Provide advice and support to Her Excellency the Governor, Honourable Deputy Governor, and/or Chief Officer, Portfolio of the Civil Service on matters under the Secretariat’s purview through the drafting of Cabinet papers/notes, responses to Parliamentary Questions, etc.
  • Take overall responsibility for dealing with matters in accordance with the FOI Act, Internal Complaints Procedure, Data Protection Act, and the Disposal Schedule.

Required qualifications, experience and skills include the following:

  • Master’s Degree in Business Administration, Policy, Law or a related field.
  • Minimum of 10 years relevant work experience (strategic, operational, budget, reviewing legislation, human resources, and administration) of which a minimum of 4 years should be at a management level (which must include supervisory experience).
  • Be keenly aware and have a strong interest in, and understanding of, the Cayman Islands Constitution Order 2009, the Public Service Management Act and the Anti-Corruption Act in regards to the responsibilities they assign to the Commissions.
  • Have relevant experience and a good working knowledge of the Government’s structure, organization, procedures, and operations (including fiscal and budgetary management).  Working knowledge of the laws, ordinances, regulations as well as the legislative process which affects Government is also a requirement. Knowledge of the Public Service Management Law and Personnel Regulations and the Public Service Finance Law and Regulations would be highly desirable.
  • Have an inherent appreciation of the voluntary nature of service provided by members of Commissions and the ability to co-ordinate the varying availabilities of members to ensure the functioning of Commissions without negatively impacting on the normal responsibilities and obligations of Members.
