1.0 FUNCTIONAL RELATIONSHIPS
Works under the direction of the Planning & Business Development Manager. Collaborates with the staff of the Technical Programming Management Division (TPMD), Office of the Executive Director and other staff of the CDEMA Coordinating Unit (CU).
2.0 SUMMARY
Responsible for improved gender-sensitive approaches to Comprehensive Disaster Management within CDEMA Participating States (PS) and supporting the strengthening of the Coordinating Unit (CU) programming and internal technical capacity with respect to addressing gender equality considerations. The Gender Specialist will also collaborate with other members of the CU to strengthen gender-responsive delivery of the Comprehensive Disaster Management (CDM) Strategy including the monitoring and evaluation of and reporting on gender as a cross-cutting theme.
3.0 DUTIES AND RESPONSIBILITIES
3.1 Guide the integration of gender equality within the Corporate Plan and Annual Work Plan of the CDEMA Coordinating Unit.
Undertake gender related research and develop studies that will inform the Caribbean's perspective on the treatment of gender-related matters within Comprehensive Disaster Management.
3.2 Build awareness and capacity of men and women to address resilience issues in priority sectors.
3.3 G uide the integration of gender equality into in national and community level interventions aimed at strengthening response to disaster within the CDEMA Participating States.
3.4 Strengthen capacity at the regional and national level for the collection and analysis of gender disaggregated data related to disaster risk reduction.
3.5 Enhance the capacity of the staff of the CDEMA CU to develop, implement and monitor, evaluate and report on initiatives aimed at ensuring the treatment of gender equality document), this includes:
3.5.1 Liaising with other staff of the Planning and Business Development Department to ensure treatment of gender considerations in the CDEMA CU Corporate Plan and Work Programme
3.5.2 Facilitating gender capacity-building training for staff
3.5.3 Providing guidance to the project management teams within the CDEMA Coordinating Unit including the Targeted Support to CDEMA Project funded by Global Affairs Canada in the treatment of gender across the programme delivery
3.5.4 Support for monitoring, data capture and reporting of gender-related indicators in projects
3.6 Application of the Gender Equality (GE) Toolkit, as well as the United Nations Development Programme (UNDP) Caribbean Risk Management Initiative (CRMI) Gender in SIDS Toolkit.
3.7 Support the project management team to ensure the treatment of gender equality in the award of funding for the Caribbean Disaster Response Local Fund to support early recovery and livelihood restoration post disaster, as well as project implementation teams to ensure gender-related considerations in delivery and reporting.
3.8 Provide support to the CDM Coordination and Harmonisation Committee (CDM CHC) including:
3.8.1 Guidance on the strengthening of the implementation of gender as a cross-cutting theme of the CDM Strategy and monitoring of this thematic area.
3.8.2 Leadership on capturing the treatment of gender in the Caribbean Assessment Report (CAR) and the Mid-term Evaluation of the CDM Strategy 2014-2024 and other CDM related documents.
3.8.3 Facilitate the coordination of the Gender Working Group of the CDM CHC and participate in the MER subcommittee of the CDM CHC
3.8.4 Provide support for the operations of the various Sector Sub-Committees as required.
3.9 Provide monthly and other reports as required.
3.10 Participate in disaster response activities of the Agency, as may be required.
3.11 Perform any other duties as may be directed from time to time by the Planning & Business Development Manager or any duly authorized officer of the Agency.
4.0 CONDITIONS
4.1 General administrative office accommodation provided
4.2 Position may require periods of travel to CDEMA Participating States as well as other destinations.
4.3 Institutional support provided through documented rules and regulations general policy guidelines and through access to available relevant information, resources and facilities.
4.4 Subject to general service conditions applicable to established staff members of the Agency.
4.5 Access to all available relevant information and resources for effective discharge of duties
4.6 Required to maintain current knowledge of the responsibilities of other agencies and organization with disaster management responsibilities.

6.0 QUALIFICATIONS AND EXPERIENCE
6.1 Master’s degree in Social Studies, Gender Studies, or other relevant discipline; and a minimum of five (5) years of professional experience in gender mainstreaming and/or advancing gender equality; OR
6.2 A Bachelor’s degree in Social Studies, Gender Studies or other relevant discipline and a minimum of seven (7) years of professional experience in gender mainstreaming and/or advancing gender equality.
6.3 Experience in the development and monitoring of and reporting on gender indicators.
6.4 Previous experience in gender in disaster management desirable.
6.5 Experience in working with diverse stakeholders (government, donor agencies).

7.1 Demonstrated knowledge of gender equality in a humanitarian context.
7.2 Comprehensive understanding of issues and challenges in disaster management within CDEMA Participating States.
