The Finance Manager manages the Commission’s accounting, cash management and strategic financial planning functions. The incumbent is responsible for formulating strategies, policies, processes and financial controls while ensuring compliance with international accounting standards.

Responsibilities/Accountabilities

  • Manages and leads the operations of the Finance and Accounts Department; 
  • Provides support to management to facilitate the decision making and strategic planning process; 
  • Oversees the development of financial management policies, procedures and mechanisms that minimize financial and operational risk; 
  • Maintains a strong system of internal controls to ensure compliance with established procedures; 
  • Establishes system controls for new financial systems and develops procedures to improve existing systems; 
  • Oversees the preparation of the Commissions yearly financial statements in accordance with International Financial Reporting Standards (IFRS); 
  • Supervises the preparation of monthly management accounts ensuring its accuracy and completeness;
  • Manage the yearly external audit process, both interim and final, for inclusion in the Commissions Annual Report;
  • Oversees the budgetary process ensuring that there is effective coordination and communication between finance and all budget holders; 
  • Manages the preparation of the Annual Budget of Revenue and Expenditure for the Commission in accordance with established guidelines and timelines; 
  • Manages the payroll function to ensure accuracy and timeliness in compliance with statutory and other bodies;
  • Ensure effective communication exists between all external stakeholders in order to enhance efficiency in business processes;
  • Provides direction to the staff of the Finance Department by assigning and supervising the completion of designated projects and implementing practices to improve quality work standards to increase the Department’s level of productivity; 
  • Conducts performance appraisals and makes recommendations for training and development; and
  • Performs other job-related duties.
Authorities 
The incumbent in the position of Finance Manager has the authority to: -  
  • Advise the Board through the Chief Executive Officer & Senior Executive, Management and staff on all financial related matters.
  • Implement policies and procedures that have been approved by the Board.
  • Organise and direct the work activities of the Finance Team.
  • Issue verbal and written warnings to members of the Finance Team. 

Minimum Qualifications and Experience 

  • Professional qualification as evidenced by ACCA or equivalent.
  • Post-Graduate qualifications in accounting or a related discipline will be an asset.
  • Seven (7) years’ experience as a professional in a related field.
  • 5 years supervising staff at a junior/professional level.
  • Any equivalent combination of qualifications, training and experience will be considered. 

Technical Competencies

  • Knowledge of accounting principles, standards and procedures  
  • Understanding of audit principles and procedures
  • Knowledge of the State’s financial regulations 
  • Planning, organisational and budgeting skills 
  • Experience with accounting software, in particular QuickBooks 
  • Experience with the payroll function and the use of Micropay payroll software
  • Experience in wage negotiations
