Our client, the Gambling Control Commission invites applicants for the position of Chief Technical Officer (CTO). The CTO directs and oversees the core technical functions of the Commission that are responsible for licensing and compliance.

Position summary

The Chief Technical Officer (CTO) directs and oversees the core technical functions of the Commission that are responsible for licensing and compliance. The CTO is also responsible for the establishment of policies, operating standards, and procedures used to assess, investigate, and determine penalties based on the conformance/non-conformance of operators.  The CTO also provides strategic management and leadership to the management team and staff within the GCC to support the delivery of the mandate.

Qualifications and Experience:

  • Bachelor’s degree in Business Administration, Law, Accounting, or related discipline 
  • Related professional designation (e.g. CFE), Chartered licensing, compliance analyst would be an asset
  • Gambling regulatory operations (e.g. Licensing, compliance) certificates would be an asset
  • A minimum of eight (8) years’ of gambling regulatory technical experience
  • Extensive knowledge in gambling licensing and gambling compliance methodologies
  • Expert understanding of the Trinidad and Tobago gambling landscape
  • Expert understanding and interpretation of the Gambling (Gaming and Betting) Control Act No. 8 of 2021
  • Knowledge of local and international standards, legislation, and regulations, including the Gambling and Control Act and relevant laws applicable to the Commission

Key Accountabilities:

  • Develop and implement licensing and compliance strategy, and ensures full implementation of the Gambling Control Act No. 8 of 2021 
  • Collaborate with senior leadership to understand and contribute to the development of the Commission’s goals and strategy, policy and procedures
  • Advise senior leadership and staff with regards to regulatory compliance and service delivery, and risk identification and mitigation strategies prior to decision making
