The Procurement Compliance Governance Officer is responsible for ensuring that all procurement activities comply with the Public Procurement and Disposal of Public Property Act 2015 as well as internal policies and procedures.

JOB SUMMARY

The Procurement Compliance Governance Officer is responsible for ensuring that all procurement activities comply with the Public Procurement and Disposal of Public Property Act 2015 as well as internal policies and procedures.

This includes vendor evaluation and contract negotiation, cost management and reporting.

 

 


KEY FUNCTIONS

  • Advises stakeholders on the procurement legal framework to ensure compliance and improve procurement efficiency and outcomes.
  • Develops, reviews and manages the implementation of procurement policies & procedures.
  • Monitors expenditures for compliance with financial authority limits and takes corrective action where required.
  • Manage business relationships with key suppliers, including routine enhancements to agreements, communication of demand/volume changes, updating contracts and sharing end-user feedback.
  • Ensure that procurement and contract management processes are open, transparent and competitive, and that contract performance is effective.
  • Lead and support quarterly internal functional compliance reviews and internal control self- assessments.
  • Follow up on reviews to verify that corrective actions have been implemented.
  • Identify, manage, and mitigate procurement risks to maximize business opportunities.
  • Develop monthly procurement breach reports based on the Procurement plan.
  • Assists with the preparation, development, and delivery of compliance training programs. Monitors the compliance landscape and advises the company of required amendments and updates to relevant compliance guidelines, as may become necessary due to changes in laws and regulations.
  • Coordinate information related to internal/external audits.

 

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree in Business Management, Economics, Engineering, Information Technology, Finance or any related area from a reputable institution Professional Certification in Procurement or Supply Chain Management Professional Membership in a procurement and supply chain body eg Chartered Institute of Procurement and Supply (CIPS).
  • Project Management or Revenue Assurance/Risk Management Certification will be an asset.
  • Professional Membership in CIPS will be an asset.
  • Minimum seven (7) years of experience at a managerial level in Supply Chain, Project Management, Sales and Financial Management.
  • Working knowledge of State Financial Regulations.
  • Proven track record of delivery, business process re-engineering and organizational change management in a unionized environment.
  • Proven ability to bring new ideas and new ways of thinking to innovate and have them easily understood and adopted by individuals of all levels throughout the organization.
  • Superior leadership skills and the ability to influence others at all levels of the organization.
  • Previous experience in managing procurement projects will be considered an asset.
