ABT is seeking a suitable candidate to potentially fill the role of Supply Chain Specialist on a prospective project.

Supply Chain Specialist 

Performs tasks involved in the formation administration, and execution of purchase orders.  Communicates with suppliers and personnel within the company and the customer to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.  Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments, administers and executes purchase orders. Provides training and guidance to other purchasing personnel regarding all aspects of formation, administration, and execution of purchasing forms, procedures, and buying goods. Maintains contact with Project Supply Chain Manager to maintain an awareness of the performance and operating problems of suppliers and coordinates the development of problem resolutions, of claims settlements, and other contractual matters.

ESSENTIAL JOB DUTIES:

  1. Forms and issues purchase orders by performing the following:
  • Prepares bidders’ lists
  • Prequalifies bidders
  • Forms bid packages
  • Issues bid requests
  • Coordinates bidders’ questions
  • Receives bids
  • Evaluating bids commercially
  • Negotiating complex agreement terms and conditions and strategic pricing for permanent plant orders
  • Prepares Commercial Bid Summary and recommendation letter
  • Recommends and secures approvals in accordance with established procedures
  • Prepares and commits order

      2.  Administers and executes assigned purchase orders, performing the following functions:

  • Establishes files and controls for all outgoing and incoming correspondence on each assigned order.
  • Monitors supplier performance for conformance to commercial terms.
  • Monitors activities by Engineering and other in-house functions to ensure compliance with the order terms.
  • Initiates follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
  • Informs or works with other project Procurement personnel as assigned to the administration of the order.
  • Analyzes and distributes those suppliers’ reports specified in the order/contract.
  • Maintain project document submittal reports and expedite suppliers and Engineering for timely turnaround of drawings.
  • Assist AP and Project Controls with invoice reconciliation.
  • Provide DSC purchasing and expediting reports on for KPI metrics.
  • Works with Traffic & Logistics to confirm necessary shipping documentation is complete prior to release of material

3.  Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.

4.  Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.

 5.  Working under general supervision, duties may also include: 

    • Evaluating bids commercially
    • Reviewing and commenting on special payment billings.
    • Participating with Engineering and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements. Identifies, defines, and secures agreement regarding potential changes.
    • Initiating and processing revisions that establish scope and effects on cost and schedule of agreed upon changes

 6.  Any other related duties as required.

 

JOB KNOWLEDGE/REQUIREMENTS

  • Knowledge of purchasing, expediting, business administration procedures, techniques, and business ethics.
  • Skilled in oral and written communication.
  • Experience in purchasing and expediting. Materials handling operations is desirable.
  • Proficiency and experience in the formation, administration, and execution of purchase orders.
  • Skill in communicating effectively with suppliers.  Understanding of applicable commercial legislation governing the buying and selling of goods and services.
  • Ability to work with other project functional groups, including Engineering, Construction, Finance, Legal, and Project Controls
  • Quality, Traffic & Logistics and other services.
  • Proficiency in Microsoft Office Suite
  • Preferred Knowledge of ORACLE accounting systems, and experience with Supply Chain software applications such as Digital Supply Chain System (DSCS).

  QUALIFICATIONS

 

  • A recognized bachelor’s degree in Business Administration, Supply Chain Management, or other related discipline.
  • 8+ years of experience in a similar role.
  • Professional membership in Chartered Institute of Procurement & Supply
  • Specialized certification in the field. 
  • EPC experience preferred.
