Our Client, the University of the West Indies, is seeking to fill the position of Campus Bursar for their St. Augustine Campus.

MAIN PURPOSE & SCOPE OF THE JOB

The Campus Bursar is the Chief Financial Officer of the Campus and is responsible for the general administration and control of the financial affairs of the Campus, the generation of funds, and the overall management of the Bursary. As a member of the Senior Management Team, he/she provides advice to the Campus Principal and gives leadership in the areas of financial management, fiscal policy design and review, fiscal strategies, and the generation of funds under the capital campaign that will assure the continued financial strength of the campus.

 

Specifically, the Campus Bursar is responsible for the management of the overall operations of the financial services of the campus, for the preparation and submission of annual and biennial estimates, financial statements, reports, statistics and other information and advice. He/she is also responsible for the development, implementation and maintenance of accounting and financial policies and systems; and for facilitating the work of both the internal and external management auditors of the campus.

 

KEY RESPONSIBILITIES

  • Supports the University’s strategic vision and plans through contribution to the development of the Strategic Plan, the implementation of agreed new models and management of the finances entrusted to the campus.
  • Contributes, under the guidance of the Principal, to the successful expansion and diversification of the Campus Capital Campaign.
  • Prepares annual and biennial estimates, financial reports, monthly and annual accounts, and other financial and accounting matters within the framework of the University’s Financial Code.
  • Manages effectively and efficiently, the Sections and Units within the Campus Bursary.
  • Provides timely, accurate and complete reports/statistics to identified university committees, Boards, and other authorities within the University.
  • Provides support and insight to Deans, Heads of Departments/Units etc. to facilitate proper management of their financial affairs within the framework of the University’s Financial Code.
  • Develops or acquires relevant financial and other reporting tools to track and sustain the implementation of the University’s Strategic Plan.
  • Monitors global changing Higher Education financial and management models and trends to determine impact on bursarial processes and procedures at the assigned campus.
  • Keeps abreast of relevant technologies for financial and payroll processes that, on implementation, can improve the delivery of bursarial services to the assigned campus and to the University and its customers.
  • Leads the Bursary’s continuous efforts to improve balance across digitization, effectiveness, and risk management.

 

QUALIFICATIONS & EXPERIENCE

  • A relevant Master’s Degree
  • Membership in a recognized professional body of Accountants (i.e., ACCA)
  • At least ten (10) years’ financial and management experience at a senior level in a large multifaceted organization, preferably in a university.

 

KNOWLEDGE, SKILLS, & COMPETENCIES

  • Strong leadership skills with an accessible and visible style.
  • Good interpersonal skills and ability to effectively communicate orally and in writing and to function in a university environment.
  • Good organizational and communication skills.
  • A commitment to collaboration and shared governance
  • Knowledge of financial institutions, capital markets and equity management
  • A sound understanding of current international financial trends, regulations, and relevant technology.
  • Competence in budgetary control, financial and project management accounting.
  • Good knowledge of local and regional company and income tax laws.
  • Good knowledge of computerized accounting systems and procedures.
  • Proficient with Microsoft Suite.
