Job Summary

The function of the Quality Manager is to head a combined Quality Management Unit for both Operations and Maintenance, establish a documented Quality Management System, to monitor compliance with, and adequacy of, procedures required to ensure safe operational practices and airworthy aircraft, as required by relevant TTCAA Regulations, PHIA’s relevant Governing Documents, and any other standards specified by PHIA. TTCAA acceptance of the Quality Manager is required prior to appointment to this position.

 Qualifications

• Aircraft Maintenance Engineer license and have three years of experience in maintaining the Rotorcraft including one year in the capacity of returning aircraft to service.

• Formal training in Quality Management and auditing techniques from an institution acceptable to the TTCAA.

• Relevant experience in auditing.

• Company Indoctrination training prior to assuming the role of Quality Manager.

Duties and Responsibilities

• The Quality Manager shall write, amend, and distribute the Quality Manual, ensuring quality systems remain compliant with the requirements of the TTCAA and the PHIA company procedures.
• Establish a quality assurance plan for monitoring and evaluating risk controls in the areas of Flight Operations, maintenance, crew training (flight and maintenance) and ground operations.
• The Quality Manager shall with delegation to approved quality auditor(s), provide independent verification, by monitoring activity in the areas of flight operations, maintenance, crew training (flight and maintenance) and ground operations. This monitoring assures safe operational practices and airworthy aircraft required by TTCAA and PHIA company procedures, are being carried out under the supervision of the relevant manager.
• The Quality Manager with delegation to PHIA approved auditors shall have quality oversight of any sub-contractor’s organization activities in support of PHIA.
• The Quality Manager shall ensure that the Quality Management System is properly established, implemented, and maintained.
• Liaise closely with all PHIA nominated post holders to meet the quality standards.
• Issues and controls PHIA AMO company authorizations to certifying staff in accordance with the Company's Maintenance Procedures Manual.
• Liaise with the TTCAA Director General or his assigned inspectors in respect of regulatory.
• The Quality Manager, with delegation to suitably approved quality auditor shall review all operations and maintenance procedural amendments to PHIA AOC and AMO manuals prior to submission to the TTCAA.
• Monitor predictive, pro-active, and re-active Key Performance Indicators captured within the audit / evaluation processes.
• Provide written official feedback to the Accountable Manager in respect of the performance of PHIA AOC and AMO quality management system.
