Caicos Islands Public Service may be relocated to another part of the TCI. Travel within the TCI will be required.)

JOB SUMMARY:

The Inspector is a key senior support officer that is responsible to the Board, through the Chief

Executive Officer for executing the Health Regulation Authority’s (HRA) inspection and

investigative power to effectively license and regulate healthcare facilities and to ensure that

health services are provided to the highest standards in quality and safety. Pursuant to and for

the purposes of the Health Regulation Ordinance, the Inspector (under the supervision of the

Healthcare Standards Development Officer and with the general guidance of the Chief Executive

Officer) is expected to bring a modern, business approach to the HRA’s regulatory function by

exercising the inspection and investigative power, under the Ordinance, in a manner that

engenders positive compliant outcomes in response to effective compliance monitoring and the apt handling of mistreatment complaints- in accord with the established, regulatory standards.

 

KEY DUTIES AND RESPONSIBILITIES:

The principal accountabilities/essential job results for the position of Inspector are:

  1. Inspect any healthcare facility to ensure that the premises of a healthcare facility conform to and is being kept in accordance with the standards set by the HRA under the Ordinance and that all the health services being provided in a healthcare facility are those authorized in the license issued for the purposes of licensing a healthcare facility;
  2. Investigate any healthcare facility or provision of healthcare services where:

a. There is a reasonable suspicion that a healthcare facility is not operating or kept

in accordance with the standards set under the Ordinance;

  1. There is a reasonable suspicion that a health service is provided contrary to the standards set under the Ordinance;
  2. There are reasonable grounds to carry out an investigation in the public interest
  3. There is a complaint made by a person who claims to have suffered mistreatment by a healthcare facility in the provision of any health service, whether by negligence or otherwise.
  4. Notify the manager of a healthcare facility, in writing, of the findings of an inspection and the, period of time considered necessary to remedy the situation (where the premises of a healthcare facility are deemed to be in an unsatisfactory condition) and report any non-compliance, within the period of time stated in the notice, (through the Healthcare Standards Development Officer) to the Chief Executive Officer;

4. Report (through the Healthcare Standards Development Officer) to the Chief

Executive Officer, matters where a health service, which is not specified in the license, is provided at a healthcare facility, or relative to any activity, carried out on the premises, that is deemed to involve a risk or serious injury or harm to a patient or consumer or to the user of the premises;

  1. Serve the manager of a healthcare facility with an improvement or prohibition notice, issued by the Chief Executive Officer, where there is an agreement with the reported findings of an unsatisfactory condition of the premises or unlicensed or harmful activities carried out on the premises.
  2. Execute an HRA order to close a healthcare facility, without notice, for a period of not more than five days or longer (on the premise of a court order granting continued closure whilst investigations are being carried out) where there is an emergency and a delay or observance of the procedures for the inspection of a healthcare facility and improvement and prohibition notices may be harmful to the public.
  3. Adhere to all Public Service codes, rules and regulations; and
  4. Perform other related tasks as assigned in addition to the principal duties and key responsibilities set out hereinabove; and the HRA reserves the right to request the undertaking of other duties within the capacity/purview of the function of Inspector as may, from time to time, be reasonably required and necessary to meet the needs of the HRA.

 

MINIMUM QUALIFICATIONS & EXPERIENCE:

The Inspector position requires:

  • A bachelor’s degree in Health Care Management or Administration; or Health Services Administration; or Medical Management; or Health Planning; or Health Service with a concentration in Health Care Risk Management or Patient Safety and Quality or an equivalent field.
  • The inspector position requires substantive, demonstrable experience of at least five (5) years, working at a senior level in investigative and inspective compliance management roles, of which three (3) years must include working in a health care facility regulatory environment, within the public sector or for a major company or division of a midsize to large corporation (relative to the administration of a compliance management framework encompassing compliance monitoring, mistreatment complaints response and the securing of court orders etc., in order to apply the necessary competencies to effectively respond to the challenges of the position.

In addition, the Inspector position requires specialist, accrued experience relative to:

  • Using Information Technology and equipment to communicate, manage information, mitigate errors, support decision-making and research, collect and maintain information on health care facilities operations i.e. practices, structural premises, systems (information technology based), equipment and material and professionals.
  • Customer Service Relations; written business communications and the capture and interpretation of information through observations, interviews, recording and record review.
  • Working in an environment in which infectious diseases or hazardous materials or radioactive sources of ionizing radiation from medical devices may be present.
  • Analytical problem solving and independent decision making.

 

COMPENSATION:

 

  • Grade 7.1: $42,853.20 per annum plus allowances
